Duties

Serves as a program analyst for the assigned Program Management Office (PMO) exercising a broad responsibility for executing the organizational activities for the assigned J62 organization. Serves as the lead all audit requirements including supporting Standards for Attestation Engagements (SSAEs) with Independent Public Accounts (IPA) for the DAAS program. Works directly with the IPA on Provided by Client (PBC) responses for the programs controls. Also participates in conducting audit walk-thru meetings, hosting preparatory meetings, communicates issues, and prepares audit reports for Leadership. Advises senior Program Executive Office (PEO) management officials on identified, various ways forward, utilizing the results of the program studies and analysis, which directly aids in the accuracy and efficiency of the program(s). (cont.) (cont.) The employee is responsible for the collection and consolidation of input from Subject Matter Experts (SMEs); solicit program inputs from organization’s business plan. Serves as the primary subject matter expert on the DAAS Management Description of the System (MDS) document. Works with program staff to update the document to ensure it accurately reflects program operations. Coordinates with the IPA on necessary adjustments to the MDS document. Represents the assigned program at audit meetings with senior leaders and DOD representatives relative to policy and procedures. (cont.) (cont.) Responsible for the review of technical documents such as Standard Operating Procedures, Memorandum of Agreements, and Strategies/Plans submitted for approval. Coordinates and tracks program related action items across the program office ensuring that actions are completed on schedule to prevent unnecessary delays. Promotes teamwork across divisions and branches within the program to achieve program goals. Coordinates timely responses to auditor request and provides aggressive implementation of correction action plans associated with audit deficiencies. (cont.) (cont.) Coordinates Potential Observations and Notice of Findings from the IPA with the DAAS team for resolution via Corrective Action Plans as well as coordinating with program Leadership on critical issues affecting audit opinions. Directs in-depth analysis and investigation analysis of specific process issues. Develops new or innovative approaches to evaluate the process and explore solutions to help ensure auditability. Ascertains the need and recommends corrective actions or regulatory changes. Responsible for monitoring internal program compliance with SOPs, to include compliance with reporting requirements and Interface Control Agreements. Drafts and promulgates improvement in program initiatives to technical elements by issuance of policy letters, job aids, and Standard Operating Procedures (SOPs). (cont.) (cont.) Develop process improvements based on analysis and/or trends. Systemic problems identified are briefed to the Program Manager and other senior leadership officials.

Qualifications

To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Coordinates internal and external audit processes and is responsible for "cradle to the grave" support to ensure consistency and regulatory requirements are being adhered to. Prepares presentations for dissemination to higher level program officials, depicting the data in readily understandable format. Reviews and recommends appropriate action or justification and responses to technical documents requiring senior leadership participation, review, and approval. Coordinates and tracks program audit related action items across the program office ensuring that actions are completed on schedule to prevent unnecessary delays. Develop process improvements via Corrective Action Plans based on analysis and/or trends using feedback from auditors. B. Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
