The Primary purpose of this position is to serve as an installation program analyst providing staff assistance and guidance concerning selected mission areas and strategic planning and programming analyses. As an analyst,evaluates activities of selected installation host missions and selected associate missions to analyze impact of current and proposed mission changes. Duties

Performs analytical studies, reports and special projects in the Plans and Programs Office, ensuring that the office complies with legal and regulatory requirements and meets Wing needs. Applying Air Force Base Operating Support experience, analyzes, develops, and evaluates issues, and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations of large host organizations on a complex multi-mission installation. Represents the Plans and Programs Office with a variety of installation, command, and functional area organizations. Documents planning and programing decisions in appropriate formats to meet Major Command and Air Force requirements.

  • Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This is a Key Position; Incumbent must be removed from their military recall status if alternatives for filling position during an emergency are not available.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to strategic planning and programs to analyze changing and/or new mission requirements. Knowledge of quantitative methods, statistical techniques, and applied mathematics sufficient to serve as an analyst of studies in areas such as force structure: changes, base closures/unit realignments, munitions maintenance and similar complex, large scale analyses affecting installation resources. Knowledge of Air Force (AF)/ Department of Defense (DOD) acquisition process and military command structure and missions in order to develop and perform studies that affect the installation. Knowledge of quantitative methods, cost research/modeling techniques, and their application to cost estimating and inflation rare forecasting analysis. Knowledge of operations and support cost estimate requirements for major Operations & Maintenance (O&M) programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of strategic planning, program planning and program guidance directives. Knowledge of a range of qualitative and/or quantitative methods to participate in the assessment and improvement of installation level plans and programs for conducting major operations such as mobilization, deployment, Planning, Programming, and Budgeting System (PPBS), munitions maintenance or similar operations. Skill in designing and conducting studies, and preparing solutions to resolve problems and issues of effectiveness and efficiency of work operations on a large, multi-mission installation. Ability to gather, assemble, and analyze data to prepare reports/findings, develop alternatives and proposals, and make recommendations to resolve installation programming/planning problems. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships. Ability to access or locate information through the use -of a personal computer or terminal. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
