This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations.
The position is located in the Department of State, Bureau of Intelligence and Research (INR), Office of Consular and Management Liaison (CML). The incumbent is responsible for program planning, direction, & oversight of a worldwide program involving the Intelligence Community (IC).
Duties
Incorporates intelligence community operational priorities and Department of State current and emerging policy, procedures, and strategic thinking to manage a complex, multi-faceted $1.2 billion financial program.
Manages CML’s budget, reimbursement, and IC overseas presence issues of interest to the Department.
Liaises with senior Department and IC managers on priorities and plans related to staffing and financial resources and oversees a staff performing critical actions related to the NSDD-38 process and reimbursement requirements.
Develops financial management guidance relevant to the program, coordinates its review within the Department and the IC, and tracks compliance and ensures coordinated action in support of the program by providing policy advice & delivering guidance.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in planning, coordinating, directing, and overseeing highly sensitive programs and providing expert guidance on complex financial issues related to multi-million-dollar budgets.
Experience coordinating with and advising officials/multiple stakeholders on budgetary and position management issues concerning resources, strategic management, and project management.
Experience managing and supervising a diverse staff, promoting an inclusive and collaborative workplace, and establishing guidelines and performance expectations to accomplish the goals of the organization.
Experience recommending and advising on critical issues such as overall management of domestic and field operations, including sensitive intelligence and special personnel programs and systems.
There is no substitute of education for specialized experience for the GS-15 position.
