DCSA'S Chief Strategy Office is seeking a Program Analyst for all transformation initiatives under the Change Management and Strategic Planning branch and is responsible for all aspects of the communications planning to include the initiatives plan, design, measurement, and implementation to meet the goals of the assignment enterprise initiatives. This is an excellent opportunity for those with advanced knowledge of change management, communications, and stakeholder engagement principles.

This announcement is open to All U.S. Citizens reside or are currently employed in the Washington, DC local commuting area, which includes the entire area within the boundaries of Washington, DC; the Maryland counties of Anne Arundel, Baltimore, Calvert, Carroll, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, St. Mary's, and Washington; and the city of Baltimore and all cities in the geographic area bounded by the outer boundaries of the combined areas of the counties listed above; the Virginia counties of Albemarle, Arlington, Clarke, Culpeper, Fairfax, Fauquier, Greene, King George, Loudoun, Madison, Orange, Prince William, Spotsylvania, and Stafford; and the cities of Alexandria, Fairfax, Falls Church, Fredericksburg, and all cities existing in the geographic area bounded by the outer boundaries of the combined areas of these listed Virginia counties; Adams County in Pennsylvania; Morgan, Berkeley, and Jefferson counties in West Virginia. This announcement is open to All U.S. Citizens who reside or are currently employed in the MCB Quantico local commuting area, which includes the Virginia counties of Albemarle, Arlington, Caroline, Chesterfield, Culpeper, Fairfax, Fauquier, Greene, Hanover, Henrico, King George, Loudoun, Louisa, Madison, Orange, Prince William, Spotsylvania and Stafford Counties, and the cities of Alexandria, Fairfax, Fredericksburg, Manassas, Manassas Park, and Richmond; Maryland counties of Anne Arundel, Calvert, Charles, Frederick, Howard, Montgomery, Prince George's and Saint Mary's; District of Columbia; and all cities existing in Virginia or Maryland within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. As a PROGRAM ANALYST you will be responsible for the following duties: Serve in the DCSA Chief Strategy Office to: - Act as communications and change management analyst for change management projects, including scheduling and coordinating efforts in support of a variety of transformation projects. - Develop communication strategies and communication materials to support organizational change management outcomes. - Identify, recommend, document, and implement communications campaigns to support organizational and process changes across the agency. - Leverage user experience methodologies to deliver compelling online content to customers and stakeholders. - Plan and execute a variety of communications assessments and initiatives to inform customers and stakeholders of DCSA Strategic Plan and change management initiatives - Engage with a variety of stakeholders to promote and discuss strategic communications from project formulation, data collection, target-setting, and reporting practices. - Review and analyze data for key performance measures and communications objectives in support of strategic goal implementation.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Proficiency in communications methods, techniques, and interpersonal relationships practices; developing and implementing communications plans, implementing user experience methodologies to deliver dynamic online content; managing and monitoring projects that include participants from various organizations and functions; developing and overseeing strategic and operational communications campaigns that support strategic plan and change management efforts; and developing and deploying qualitative and quantitative methods of improving, measuring, and coordinating communications and organizational change management efforts.
