The primary purpose of this position is to serve as Director of the Personal Property Activity Headquarters Element. The incumbent is responsible for formulating, establishing and directing operations, support, transformation and management of supervisory and nonsupervisory employees assigned to the Personal Property Activity Headquarters (PPA HQ) Element.

Duties
Plans, organizes, and directs the activities of Personal Property Activity (PPA), ensuring that Department of Defense (DoD) personal property moves comply with legal and regulatory requirements and meets customer needs.
Supervisory and Managerial. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
Represents the PPA Head Quarters (HQ) with a variety of installation and functional area organizations.
Manages HQ Air Force-delegated responsibilities. Serves as single manager for personal property reports and analysis and the Executive Agent for personal property information technology systems.
Manages operations conducted by subordinate Consolidated or Joint Personal Property Shipping Offices.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Traffic Management Series, 2130.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. Expert level knowledge of traffic management and transportation policies, concepts, principles and methodology applicable to air, land, and sea transportation under wartime and peacetime conditions within which Department of Defense (DOD) and other federal agencies and industry operate. Knowledge of safety and security regulations, practices, and procedures. Extensive knowledge of the latest state-of-the-art principles and practices in logistics to a degree enabling incumbent to provide final technical advice and consultation to top operations officials and to recommend approval or disapproval of logistics programs and projects.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert level knowledge of traffic management and transportation policies, concepts, principles and methodology applicable to air, land, and sea transportation under wartime and peacetime conditions within which DOD and other federal agencies and industry operate.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
Extensive knowledge of the latest state-of-the-art principles and practices in logistics to a degree enabling incumbent to provide final technical advice and consultation to top operations officials and to recommend approval or disapproval of logistics programs and projects.
Managerial ability to independently integrate, structure, organize, staff, direct, control, coordinate, plan, develop, design, formulate, and implement the programs and operations of the personal property program, and motivation to the work force of approximately 356 employees.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
