The primary purpose of this position is to manage, supervise, and direct all traffic management functions performed by the Cargo Movement Element, which is located organizationally within the 502d Logistics Readiness Squadron, Joint Base San Antonio.

Duties

Plans, organizes, supervises, and oversees the activities and employees of the Cargo Movement Element. Plans and directs all cargo movement traffic management functions and passenger travel and unit movements for the installation and DoD assigned area of operation. Directs and oversees the activities of the JBSA Unit Move and Cargo Movement Function. Responsibilities in readiness, mobility, and deployment operations include providing technical direction, and management and evaluation of the transportation, traffic management, and unit movement aspects of the DoD transportation movement program on a worldwide basis. Represents the Deployment and Distribution Flight with a variety of installation and functional area organizations.

• Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
• Work may occasionally require duty in warehouse or receiving areas.
• Work may require travel to commercial carriers in the local vicinity of the installation for the purpose of contract negotiation.
• The employee must be appointed as the Alternate Installation Unit Move Coordinator by the Installation Commander as required by the FORSCOM/ARNG Regulation 55-1.
• Employee must be able to obtain and maintain an appropriate security clearance.
• This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
• Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
• This is a drug testing designated position. The incumbent is subject to random testing for drug use.
• This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
• An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
• This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Traffic Management Series 2130. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of traffic management principles, policies, practices, laws, regulations, techniques, and operations, to include those concerning economics of transportation; DoD transportation systems, commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; and related areas such as storage, preservation, packaging, and US and foreign customs import/export requirements as these involve air, motor, rail, and water movements. Comprehensive knowledge of air terminal operations for passenger and cargo transportation including handling of such items as general supplies, pets, household goods, unaccompanied baggage, mobile homes, privately owned firearms/vehicles, human remains, perishables, outsized, and overweight items. Extensive knowledge of entitlements for passenger travel and shipment/storage of personal property for military members, civilian employees, and their dependents. Knowledge of cargo and passenger deployment management functions and processes. Extensive knowledge of safety and security regulations, practices, and procedures. Broad knowledge of a range of contracting procedures including development of statements of work, source selection plans, and proposal analysis reports for the procurement of passenger travel, cargo movement, and personal property movement/storage services. Basic knowledge of manpower techniques for application of traffic management manpower standards. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of traffic management principles, policies, practices, laws, regulations, techniques, and operations to include those concerning economics of transportation; commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; and related areas such as storage, preservation, packaging, and US and foreign customs import/export requirements as these involve air, motor, rail, and water movements. Knowledge of air terminal operations for passenger and cargo transportation including handling of such items as general supplies, pets, household goods, unaccompanied baggage, mobile homes, privately owned firearms/vehicles, human remains, perishables, outsized, and overweight items. Skill in using interrelated computer systems; planning, organizing, and managing a substantial function; mentoring, motivating, and appraising staff through subordinate supervisors; and analyzing complex information to evaluate options and make appropriate decisions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
