The primary purpose of this position is to command transportation specialist; includes traffic management distribution and vehicle operations manager and airlift validator responsibilities.
Duties
Originate correspondence and provide advice to upper echelon, lateral an subordinate AETC units and individual Service members on all traffic/distribution management matters related to the movement of personnel, personal property, supplies and equipment.
Initiate and develop recommended directives/policy and staff guidance relative to the traffic management function (receipt, documentation, storage, and shipment of all types of Air Force and DoD supplies and equipment; packing, packaging and preservation of Air Force equipment for storage or shipment; movement and storage of personal property, privately owned vehicles, and mobile homes; passenger travel).
Analyze directives and polices issue by DOD, USTRANSCOM, USAF, 4A, USN, USMC, USCG, FG LSC and the DoD SDDC for application to AETC and subordinate bases.
Develop command logistics compliance assessment and unit compliance inspection checklists and revise annually.
Perform airlift validator service for AETC bases and tenant units and all directorates assigned to the headquarters, 2d Air Force, Air Force Personnel Center and Air Force Reserves.
Evaluate and analyze traffic/distribution and airlift management data, reports, etc., to ensure effectiveness of base programs related to the worldwide movement of personnel, personal property, cargo and equipment by the most economical modes/means of transportation consistent with requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Traffic Management Series, 2130.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in depth knowledge of traffic management policies, principles and practices required to plan and accomplish a variety of duties and (or) to identify, analyze, and recommend resolution of transportation issues or problems. Required Knowledge of economics of transportation, commercial carrier operations and tariffs, Defense Transportation Systems, and transportation regulations and laws (DOT, ICC, CAB, DHS, TSA) covering all modes of transportation (rail, motor, air and Water). Types of traffic include general supplies, passengers, pets, household goods, unaccompanied baggage, mobile homes, privately owned vehicles, privately owned firearms, human remains, hazardous materials, perishables, outsize and overweight items, classified and sensitive items, including NWRM, and items of extraordinary value. Extensive knowledge of the operations, practices, and policies of DOD, USTRANSCOM, USAF, USA, USN, USMC, SDDC, AMC, AFGLSC and AETC, in relation to transportation, distribution and security matters. In depth knowledge of the entitlements for passenger travel and shipment/storage of personal property for military members, civilian employees, and their dependents. Knowledge of laws and regulations governing official use of government vehicles including dormitory to duty and Command and Control Vehicle. Knowledge of USAF, USA, USN, USMC and USTRANSCOM regulations providing individual service interpretations and instructions for carrying out these entitlements. Working knowledge of computer systems as used in transportation/distribution functions and their interface with other logistics computer systems as well as other automated systems, i.e., contracting, finance manpower, personnel and supply. Working knowledge of contracting procedures (i.e., developing performance work statements, statements of work, source selection plans, and proposal analysis reports) for procurement of transportation services such as CTO, packing, crating, and local drayage of household goods, government vehicle operations, or entire traffic management/distribution functions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In depth knowledge of organizational missions, objectives, procedures, and regulatory framework of traffic management and distribution programs within which DoD, USTRANSCOM, USAF, USA, USN, USMC, SDDC, AMC, AFGLSC and AETC, and industry operate and experience with traffic management staff operations at command level as well as detailed understanding of organizations and processes at the base level. Knowledge of transportation eligibility of passengers and cargo on military airlift to include Air Mobility Command channel airlift, Operational Support Airlift and Special Assignment Airlift Missions.
Comprehensive knowledge of traffic management and distribution policies, principles and practices for packaging, preservation, storage and (or) shipping DoD cargo to include proper preparation and documentation of hazardous material entitlements; entitlements for packaging, storage and (or) shipping personal property (household goods, unaccompanied baggage, mobile homes, and privately owned vehicles) of DoD personnel and family members and their travel entitlements. Ability to interpret and provide guidance on Federal, DoD and military hazardous material shipping policies and procedures, to include classified nuclear weapon related material (NWRM).

Ability to gather, analyze, organize, and present data and supporting materials. Ability to simultaneously plan and organize multiple projects and tasks. Ability to identify problems and develop innovative solutions, analyze pros and cons of courses of actions. Ability to study, analyze, review and prepare case studies regarding personal property movement and passenger travel Congressional complaints and inquiries; and Board of Correction of Military Records cases. Knowledge and experience with conducting staff studies and preparing electronic staff summary reports and ability to develop, prepare, coordinate, staff and implement transportation management policies, procedures, programs, and directives. Ability to communicate effectively, orally and in writing at a headquarters level. Ability to lead and/or participate in special study teams and task forces with members from different commands and Services.
Knowledge of transportation workload reports, metrics and Air Force Manpower Standards applicable to all traffic management/distribution, vehicle operations and air terminal functions. Knowledge of contracting procedures and A-76 studies (i.e., developing performance work statements, statements of work, source selection plans, and proposal analysis reports) for procurement of transportation services such as commercial travel; packing, crating, and local drayage of household goods; or entire traffic management/distribution and vehicle operations functions.
Knowledge of computer systems as used in transportation functions such as traffic/distribution management, vehicle operations and airlift management, and their interface with other logistics computer systems (military and commercial industry) as well as with other automated systems, i.e., contracting, deployments, finance, manpower, personnel, material management (supply). Ability to use office automation tools and techniques to design and generate detailed reports, briefings, and other documents.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
