This position is located in the Bureau of Conflict and Stabilization Operations, Principal Deputy Assistant Secretary, Office of The Executive Office (CSO/P/EX) is responsible for the management of all CSO operational and programmatic resources. The EX Office performs domestic administrative management and support activities within the Bureau.
Duties
Provides budget estimates and budgetary guidance for CSO and identifies cost saving measures for senior bureau management officials to adopt .
Develops projected labor costs, equipment and overhead projections, and develops and proposes methods and approaches to address the most complex budget problems and issues in the bureau.
Researches, compiles, consolidates, summarizes and formats budget data from source documents, historical data, projected trends and salary schedules.
Develops narrative and statistical justifications in support of CSO's budget proposals. Reviews and processes CSO
obligations, expenditures and reimbursable items that involve varied sources and types of funding.
Serves as the Bureau's advocate on overarching financial planning and budgetary matters with examiners from the Office of Management and Budget (OMB) and Congressional appropriators.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience providing authoritative advice on the justification, formulation and execution of budgets.
Experience presenting and defending negotiations in a full range of issues involved in executing complex budget plans.
Experience analyzing financial data and providing guidance to management.
There is no substitute of education for specialized experience for the GS-14 position.
