The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions.
Duties
The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements.
This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Safety and Occupational Health Specialist Technical Career Field (TCF) Trainees work with supervisors, union officials, and safety and occupational health committees to eliminate or control hazardous operations or conditions. The trainee performs nonsupervisory work in one or more of the following areas:
Inspecting: Observing workplace conditions and employee performance patterns to identify hazards, detect risks, and determine causal relationships; developing abatement recommendations for safety and occupational health hazards.
Investigating: Searching for clues, studying variables, questioning witnesses, and retracing sequences to uncover the sources of reported injuries and illnesses.
Recording: Assuring the validity of data collected, accurate documentation of occurrences and data summaries, and maintenance of program information.
Analyzing: Examining available data to identify possible sources of losses experienced, determining critical factors prior to occurrence, and recommending alternatives to eliminate or minimize losses from injuries and illnesses.
Reporting: Defining terminology, writing summaries, and preparing summary documentation related to safety and occupational health.
Manages and oversees hazardous chemical spill cleanups within the medical center;
Prepares written procedures for implementation of safety, fire protection, and occupational health policies
Develops specialized operating practices for construction workplace safety, and occupational health
Develops training plans for employees in fields of fire protection, workplace safety, and occupational health, including accomplishment and documentation of training
Conducts workplace inspections to identify hazards and occupational safety/fire code violations; conducts inspections of patient care areas for hazards and Life Safety Code violations; conducts inspections of adult Community Placement Home Facilities
Performs other related duties as assigned.
Work schedule: Monday-Friday 7:30am-4:00pm

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To qualify for this position at the GS-7 level, you must meet one of the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Performing work as part of team led by higher level specialist, Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education in a major of safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR
Superior Academic Achievement: For persons who have completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. OR
Combination: Combinations of successfully completed post-bachelor's education and experience may be used to meet total qualification requirements for GS-7. This may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
To qualify for this position at the GS-09 level, you must meet one of the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
