The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. This position is located in the Safety and Health Program of the VA Medical Centers in Des Moines, Iowa.

Duties

The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. As part of the VA's succession planning, the Technical Career Field (TCF) training program was created to ensure individuals are trained in critical areas that have current or predicted shortages. The program is nationally funded to include salary, benefits and training/travel dollars. At the time of acceptance into the TCF program, trainees will be asked to sign mobility, training, and service agreements. Relocation expenses for acceptance into the training program or for placement are not funded by the TCF program. Please keep in consideration, the training program is meant for those individuals who plan on staying with the VA a minimum of 3 years after completion of their training program. Selectees will be required to complete and sign the following paperwork; Mobility, Training, and Continued Service Agreements. Although not guaranteed, with more than 150 freestanding facilities and hundreds of clinic locations, we will strive to place trainees in positions that will work for their needs and the needs of the VA. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-07 and GS-09 grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Major Duties and responsibilities include: Manages and supervises hazardous chemical spill cleanups within the medical center; Prepares written procedures for implementation of safety, fire protection, and occupational health policies; Develops specialized operating practices for construction, workplace safety, and occupational health; Develops training plans for employees in fields of fire protection, workplace safety, and occupational health and documents training records; Conducts safety and fire protection orientation classes for all employees; Develops an operating budget for the service in areas of safety, occupational health, fire protection, and industrial hygiene; Conducts administrative inspections of workplaces for hazards and occupational safety and fire code violations; Conducts administrative inspections of patient care areas for hazards and Life Safety Code violations; Investigates alleged adverse incidents and reports findings, related data, illustrations, analysis, and recommendations; Reviews proposed/required corrective actions to ensure accomplishment of hazard abatement; Consults with certified professional Industrial Hygienists to ensure facility compliance with all OSHA standards for general industry; Prepares and manages industrial hygiene contracts and coordination of industrial hygiene contractor work; Recommends sampling strategies for performance of environmental surveys; Participates in surveys for the purpose of verifying proper completion and adequate documentation; Reviews construction drawings for compliance with fire codes and other safety standards; Coordinates safety and occupational health activities with medical and administrative personnel and other hospital representatives; Develops hospital responses to inquiries from other facilities, agencies, and outside sources; Prepares monthly, quarterly, and annual occupational safety and health reports; Serves as a member of the Safety Committee; Performs related duties as required. Qualifications

All qualification requirements must be met by the closing date of the announcement. In order to qualify, applicants must meet one of the following: MINIMUM QUALIFICATIONS GS-07: One year of specialized experience that is equivalent to at least the GS-05 grade level and was in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. This experience must be detailed in your resume to receive credit. ~OR~ Superior Academic Achievement(SAA) at the baccalaureate level. You must have completed all the requirements for a bachelor's degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: Rank in the upper one-third of your class in the college, university or major subdivision. A grade-point average of "B" (a GPA of 95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Display copies of diplomas or course listings do not provide the information needed. ~OR~ One full year of graduate education with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
