This position is located within the Occupational Safety & Health department at VA Central Iowa Health Care System in Des Moines, IA. The position's duties include serving as the Medical Center's Life Safety Manager and as an Occupational Safety & Health specialist performing safety & health inspections, evaluations and ensure compliance with Life Safety and Safety & Health rules, regulations, directives and policies.
Duties

Duties may include, but are not limited to the following:
Ensures compliance with all safety, and fire prevention requirements by employees and contractors while on VA grounds, he/she has the authority to take immediate action when any situation develops which is deemed a hazard to workers, employees, patients or property of the VA.
Plans, develops, implements, and carries out fire protection, prevention and operation of a Life Safety program at VACIHCS.
Performs a full range of inspections in a variety of establishments.
Investigates mishaps resulting in fatalities or injuries and serious incidents; records conditions related to cause and mishap, assesses the potential of a recurrence, interviews witnesses and determines corrective actions.
Inspects worksites, work operations and conditions, records hazards and obtains evidence of regulatory violations through use of measurement devices and by photographing unsafe conditions.
Conduct internal gap analysis of Life Safety and Safety & Health programs.
Conduct and evaluate fire drills (quarterly and annually) on various locations throughout the VA campus and CBOCs.
Reviews proposed/required corrective actions to ensure accomplishment of hazard abatement.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 7:30am-4:00pm

Qualifications
TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA:
SPECIALIZED EXPERIENCE: Have at least one (1) year of specialized experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, this experience must have been equivalent to at least the GS-9 level in the Federal service. Specialized experience includes: Managing safety or occupational health program elements; developing and recommending safety and occupational health policy to higher levels of management; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
OR
EDUCATION: Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Major study must be in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (TRANSCRIPTS REQUIRED)
OR
COMBINATION: Have an equivalent combination of successfully completed graduate education (beyond the second year) and specialized experience, as described above. Transcripts must be submitted with application. Education cannot be credited without documentation.

The Selective Placement Factor for this position is: Education or experience in Life Safety management performing duties with using and interpreting National Fire Protection Association (NFPA) standards.

Physical Requirements: Include office functions typically involves computer work, filing, and paperwork. Performing inspections and risk assessments. This includes required access to all areas (including mechanical rooms, crawl spaces, attics, roofs, etc). This position involves the frequent walking in and throughout buildings and between buildings. These routine inspections require physical exertion such as extensive walking and prolong bending, stooping, crouching, climbing, reaching, the use of ladders, and standing to access and observe activities, construction sites, storage areas, and leased spaces to name a few. Works outdoors and exposed to extremes in weather conditions (hot, cold, rain, snow, etc). Personal protective equipment must be worn often. Required to drive motor vehicles.
