Incumbent is responsible for overseeing the development and execution of physical security measures and force protection programs within the U.S. Capitol campus. Incumbent develops and ensures execution of long-term strategic goals and maintains oversight of daily security operations related to the Capitol campus. This role requires an understanding of physical security standards, project management principles, security and law enforcement best practices, and Legislative Branch operations.

Duties

Provide leadership, analysis, planning, evaluation, and program oversight of security programs pertaining to physical security and security operations of the U.S. Capitol campus. Function as a technical authority in the application of physical and facility security principles for the Office of the Sergeant at Arms (SAA) on security matters in collaboration with the United States Capitol Police (USCP), Architect of the Capitol (AOC) and other Legislative Branch and law enforcement entities. Monitor and evaluate existing and proposed security projects to identify vulnerabilities, review implemented countermeasures, and ensure projects conform to statutory, contractual, and technical requirements. Oversee security coordination programs to ensure safe and efficient operations related to the House of Representatives, including access and delivery control, site security procedures, intrusion detection, control systems, and construction project execution. Review project plans to track program progress and ensure program deliverables are on time and within scope and budget. Review and maintain comprehensive program records related to Capitol campus projects and security information within SAA databases. Prepare detailed oral and written briefings to SAA leadership and Legislative Branch stakeholders regarding physical and security operations initiatives. Evaluate concurrent physical security and construction projects to de-conflict potential negative consequences. Inform SAA Divisions and stakeholders of potential collateral impacts to their organizations. Draft and review correspondence and messaging to the Congressional community for all matters related to Capitol campus security and operations. Interact with Members of Congress, their staffs, Congressional committees, federal, state, and local law enforcement agencies, and other governmental and non-governmental groups and personnel to ensure that the security needs of the House of Representatives are addressed and met. Provide planning, operational support, and oversight of site security operations for Congressional events supported by the USCP and other law enforcement agencies on the Capitol campus. Assist with overall supervision of Police Services/Law Enforcement supporting staff and, in conjunction with the other Deputy Assistant SAAs and Deputy Director, supports the Assistant SAA for Police Services/Law Enforcement in overseeing activities and operations of the division. Lead the development and implementation of division policies, procedures, and plans. Respond to inquiries and aid Members of Congress and House staff on safety and security matters. Interview and recommend selection of employees in the division. Review and recommend proposed training opportunities and continuing education for employee subject matter development. Develop and present security related training and briefings to Congressional stakeholders. Provide support during off-duty hours to ensure implementation of security measures. The incumbent may be required to return to his / her assigned duty station or work remotely to provide support to the House, its personnel and/or facilities, particularly during crisis periods. Perform other duties as assigned.

Qualifications

Work Experience and Education: Bachelor's degree. Minimum five years supervisory/management experience related to physical security programs, particularly the design and operation of security systems and equipment, construction standards, barriers, locksets, lighting, and other disciplines related to securing high-value locations. Must have experience in strategic planning and management of multiple concurrent projects to ensure timely and effective project completion. Must be able to obtain and maintain a Top-Secret security clearance. This is a supervisory position. Knowledge, Skills, and Abilities: Strong leadership and organizational skills. Knowledge and technical understanding of physical security, law enforcement, and security operations principles. Ability to make high level management decisions, work well under pressure, and exercise discretion and independent judgment when handling daily operations of the office. Ability to maintain a professional and courteous work disposition. Must possess skills that are analytical, advisory, operational, and evaluative in nature, related to protecting personnel, property, facilities, operations, and information. Must be able to effectively use employee performance plans and evaluations, coaching and mentoring techniques, and address employee conflicts and disciplinary actions. Must be skilled in effectively interviewing and assessing job applicants. Ability to plan, use project management concepts and practices, and formulate budgets. Must be able to develop, implement, and maintain internal workplace policies, standards, procedures, and practices.
