Serves as a Business Management Specialist at a Defense Commissary Agency HQ facility. The primary purpose of this position is to serve as a program manager providing technical guidance to the HQ DeCA staff and individual stores on or all phases of commissary operations as it relates to a variety of special initiatives encompassing various functional specialties, such as the swell allowance program, in-store advertising programs, scholarship program and in-store merchandising sales enhancers.
Duties
Acts as primary point of contact on Agency's scholarship, swell allowance, health and wellness, rack/cooler, and other related Sales Directorate programs.
Serves as project lead or program manager for programs assigned to the Sales division managing programs through their lifecycle.
Develops annual promotional plan theme events and calendar (with display package dates).
Reviews promotional items from category teams and develops promotional display packages to include special promotions such as Deal of the Week, Sidewalk Sales, Soda Promotion, etc.
This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. However, promotion is neither guaranteed nor automatic.

Requirements

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Your resume must clearly show that you have one (1) year of specialized experience equivalent to the next lower grade. Experience can be under other Federal service pay systems, private sector, or military.
To qualify for the GS-12 your resume must clearly show that you have one year of specialized experience equivalent to the GS-11.
To qualify for the GS-13 your resume must clearly show that you have one year of specialized experience equivalent to the GS-12.
Examples of qualifying specialized experience for the GS-12 include:
Knowledge of goals and objectives, sequence and timing of key events, milestones and overall methods to evaluate program accomplishments.
Knowledge of and skill in applying management principles and methods in order to plan and carry out difficult and complex assignments and develop new methods, approaches and procedures.
Applies complex fact finding, analytical and problem solving methods and techniques.
Skill in written and oral communication to compose and present technically comprehensive products.
Examples of qualifying specialized experience for the GS-13 include:
Expert analyst who has mastered the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
Comprehensive knowledge of assigned agency programs, policies, projects, measurement metrics, business strategies, and the relationship among various individuals, programs and office to plan project activities or establish and maintain personal contacts.
Ability to analyze and evaluate worldwide commissary management practices, initiatives, program and policy requirements.
Understands contracting and procurement sufficient enough to perform work as the Contracting Officer Representative on projects related to In-Store Advertising.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Physical requirements: Work is usually sedentary. Position calls for a person in good health with the ability to work under pressure.
