This position is located at the Veterans Administration Palo Alto Health Care System (VAPAHCS). The VAPAHCS consists of three inpatient facilities located at Palo Alto, Menlo Park, and Livermore, plus seven outpatient clinics in San Jose, Capitola, Monterey, and Fremont. The incumbent in this position functions as a Material Handler Leader in the Storage and Distribution Section of the Logistics Management Service.
Duties
The Materials Handler Leader, WL-6907-08, serves as working leader of 10 or more employees in accomplishing materials handler work. Employees led grades ranges from WG-06 - WG-08. The Leader Works under general supervision of the Chief, Warehouse Operations and informs his/her of all problems regarding stock or unposted items, calling attention to any safety hazards.
Duties for the position include but are not limited to:
Oversee one or more product lines, a segment of a large warehouse operations, or serve as the senior employee in a smaller warehouse or supply facility.
Assist the supervisor in developing plans for storage and arrangement of stock in accordance with agency regulations which determine the configuration setup, movement, rearrangement, and traffic flow.
Responsibility for a storage and space utilization in accordance with agency regulations for a specific commodity or equipment space utilization in accordance with agency regulations for a specific commodity or equipment group such as general supplies, construction materials, medical supplies, high value items or electronic systems, and usually work on their own initiative to consolidate materials and provide maximum space utilization and protection of materials.
Serve as the senior nonsupervisory worker of the facility, laying out storage space, establishing item locations, determining organization and arrangement of stock, and identifying high and low usage items according to agency regulations and procedures.
Serve as a senior member of a warehouse project team of materials handlers involved in a special project such as warehouse conversion from manual to automated systems, relocating a major commodity or equipment group, or setting up a new commodity group area.
Operate large warehouse perimeter vehicles such as cargo trucks, stake trucks, and jumbo tugs.
Coordinate incoming and outgoing shipments and placement of materials with docking area and scheduling personnel to facilitate movement of materials in accordance with priorities, scheduling requirements, and space allocations.
Responsible for signing the carrier waybills, receipting for the number of cartons listed and noting any shortages or damage on the freight bill.
In daily contact with the other sections of Logistics as well as using services and must be able to interpret problems and act upon them appropriately.
Responsible for assisting with all aspects of our internal automated package tracking system (SC Logic) and ensures all updates for work stations are functioning properly and notifies Automated Data Processing Application Coordinator (ADPAC) and SC Logic when problems arise and follows through until corrected.
Responsible to assist that all maintenance is performed on the fleet of vehicles at required service intervals, as motor vehicles are driven to all stations and clinics in VAPAHCS.
Monitors equipment receiving; guaranteeing documents are processed properly and coordination with Engineers/OI&T is completed based on the type of equipment purchased - NAC, VACO, VISN, or local PO's.
Coordinates with Equipment Managers to certify equipment is properly tagged before issuance to customers.
Monitors turn-in workload; making certain equipment items and other controlled items have been reported to Property Management and condition-coded prior to pick up and/or disposal.
Responsible for scheduling the pickup and storage of excess goods and equipment from various clinics within VAPAHCS and for scheduling the pickup of donated items from other VA facilities for use within VAPAHCS.
Maintains the work area in a neat and orderly condition in an effort to eliminate fire or safety hazards.
Distributes work evenly, to ensure a continuous work flow among all personnel.
Reports to supervisor on status and progress of work, and causes of work delays.
Assures safety and housekeeping rules are followed.
Responsible for the flow of mail in the mail distribution center, which receives all mail including both business and patient mail.
Monitors all funds in postage meters on a daily basis.
Responsible for refill of depleted postage meters, record keeping, and operation/equipment maintenance.
Coordinates pick-up and delivery schedules at all mail distribution sites.
Responsible for meter mail activity reports accomplished on a monthly basis, as well as budget control and cost containment reports.
Works with the Chief, Materiel Management Division, to develop and recommend an annual budget for mail delivery and handling operations.
Ensures operation, supply, and maintenance of all equipment used in the mail rooms and assists other staff with training on proper operation of equipment.
Runs mail reports and enters information into spreadsheets for review.

Licensure Requirements: Required to have and maintain a valid state State Driver's License before he/she begins employment. If selected, will be required to pass a forklift and electric powered pallet jack safety class and be issued a certification for both within 90 days of actual hire date.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Incumbent is often required to stand on hard surfaces for extended periods of time, to bend, stoop, and work in tiring and sometimes uncomfortable positions. They may lift and carry items that weight up to 8 kilograms (40 pounds). The heavier items are moved with weight handling equipment or with assistance from other workers. The incumbent must do considerable reaching and lifting.
Working Conditions: The work is done inside or outside in areas that may be hot, damp cold, drafty or poorly lighted. Materials handlers are regularly exposed to the possibility of cuts, scrapes, bruises, abrasions, falls and injury from falling stock or mechanized work areas. When working in hazardous materials areas, they may be subject to exposure from radiation, toxins, explosive hazards, or chemical fumes. Work may require wearing protective clothing such as hardhats, steel toed shoes, rubber gloves, masks, and rubber aprons.
