This vacancy is for an IT Program Manager (PLCYPLN) in the Office of the Secretary within the Department of Commerce.
Duties
As an IT Program Manager (PLCYPLN), you will perform the following duties:
Provide leadership in the selection and application of appropriate problem-solving methods and techniques, develops, communicates, justifies, and defends strategies, programmatic recommendations, and decisions to ensure alignment with program and mission.
Coordinate projects, programs and tasks across the DOC organization, communicating and collaborating with bureau customers and stakeholders. Effectively integrate requirements from different organizations and offices, and works collaboratively to prioritize competing requirements, and finds cost competitive solutions and alternatives.
Review and comment on issues or proposed new legislation affecting information technology. coordinating the preparation of Department-wide responses to oversight and agency requests.
Organize and take action to update and advise senior management officials on emerging trends in information technology and their potential impact on the Department's overall IT portfolio.
Prepare and deliver reports and responses to specific inquiries.
Participate in capital planning processes for information systems and investments to ensure information assets are reviewed, planned, reported, and managed in accordance with Federal policies and guidelines.
Manage and track resource requirements, including funding, personnel, time, and additional labor needed to manage the assigned program and project areas.
Promote best practices in the introduction and management of IT products, solutions, and services.
Develop and maintain a comprehensive program providing for the secure introduction and use of IT products and services within the DOC enterprise architecture (EA) and IT environment.
Develop analyses Federal regulations, standards. and directives to develop pertinent computer, telecommunications, IT, security policies, guidelines, and procedures within the context of IT planning, investment analysis, and control.

Qualifications

To qualify at the GS-15 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service performing the following InformationTechnology(IT) related duties. Specialized experience is defined as:
Managing IT investment portfolios to evaluate cost-benefit analysis and ensure return-on-investment; and
Conducting audits of IT programs and projects to ensure compliance; and
Assessing policy needs and developing policies to govern IT activities; and
Leading a staff including planning, directing, reviewing, and monitoring
