This position is located at the VA Nebraska-Western Iowa Health Care Systems (NWIHCS) and organizationally aligned under Care in the Community Department under of the Chief of Staff. The incumbent has direct accountability to the Chiefs, Care in the Community. The incumbent is responsible for all functions as related to the State Home Per Diem Program SHPDP and Non-VA Medical Care.
Duties
Duties for this position include but are not limited to:
develops, education and training materials, direction for medical benefits, eligibility, applicants, claims processing and payment, analyzes program policy and regulation, and participates in the development of new policy and regulation associated with authorizing/processing per diem applications and reimbursement principles.
provides advice and analysis on all aspects of SHPDP for NWIHCS relating to policies on eligibility, admission processes, authorizations and per diem payment processing programs to NWIHCS executive staff and State Home stakeholders.
performs budget analyses and evaluates projects involving the development and/or enhancement of State Home programs for support-related
matters to internal (VA) and external (Non-VA) stakeholders, regulatory and policy development, management and oversight of eligibility, admissions processes, authorizations, per diem payment processing programs and the provision of support and training
monitors/evaluates and stays abreast of legislation, policies, and program issues to better assess feasibility and consistency of coverage pertaining to local policies.
develops organizes and analyzes considerable data, facts and legal materials with minimal guidance as the main point of contact for this program and provides management with any recommended changes.
Drafts correspondence for military services, Congress, VA, state government offices and other governmental and nongovernmental agencies regarding SHPDP payments, reimbursement/policy issues, and provides those entities with administrative support and expertise relative to reimbursement and other policy-related issues when needed.
Work Schedule: Monday - Friday 7:30am - 4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: review, analyze and interpret administrative laws, regulations and operating policies (e.g., handbooks, directives, manuals and information letters and procedural guides), analyzing problems to identify significant factors, gather pertinent data, organize work and training for the department, recordkeeping, and program management. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (Transcripts Required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education (18 semester hours) may be used to qualify for the GS 9 grade level..
