About the Position: This is a permanent position with Headquarters, U.S. Army Corps of Engineers, Military Programs Directorate located at Government Accountability Office (GAO) building; 441 G. Street NW, Washington, D.C. 20314.

Duties

Serve as senior manager and planner with responsibility for exercising management and operational control of significant national or international engineering and construction programs. Identify and evaluate opportunities to assist other Federal agencies or requesting Governments in executing significant national or international engineering and construction programs. Apply an extensive knowledge of agency business practices in conjunction with laws, policies, and regulations concerning agency services to other federal agencies, governments, and international organizations. Interpret and apply policies, regulations, and standards to solve specific problems relating to program areas. Develop and present briefings to senior level officials within and outside the agency. Perform data analytics on various programs contained within agency systems. Develop and revise production schedules, forecasting trends and customer demand, and managing logistics.

Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR B. Degree and Work Experience: Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner. OR C. Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) exercising management and operational control over national and international programs; 2) formulating policies, plans, procedures, and guidelines related to community planning aspects of agency programs; 3) converting program data into actionable insights for critical operational, policy, and financial decisions; and 4) providing advice on related problems or projects with representatives of other agencies, local or State officials, or with colleagues in other area offices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-13. Some federal jobs allow you to substitute your education for the required experience in order to qualify.
