The employee serves as a Supervisory Community Planner in the Planning Grants Management and Implementation Division, Office of Planning, Office of Planning and Environment, Federal Transit Administration, Department of Transportation. The incumbent works to successfully implement Federal planning and capital grants, manage transit-oriented development planning activities and supports delivery of technical assistance on metropolitan and statewide transportation planning.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience in the administration and technical aspects of Federal transportation planning programs from a Federal and/or local government. Experience addressing transportation planning issues and developing and implementing programs with multi-office task forces, interdisciplinary groups of professionals and entities. Experience developing presentations and conveying information on complex transportation planning issues, policies and procedures. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Transportation planning: Knowledge of the concepts, principles, theories, and methods applicable to transportation planning oversight and planning transportation systems. Human Capital Management - Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems. Manages a multi-sector workforce and a variety of work situations. Reasoning - Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions. Grants Management - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements. Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
