You will serve as a SUPERVISORY HOUSING MANAGEMENT SPECIALIST in the MARINE CORPS INSTALLATIONS COMMAND FACILITIES AND HOUSING SECTION of MARCORPS NATIONAL CAPITAL REGION.

Duties

You will serve as a senior program manager, technical expert, and lead spokesperson on all matters related to housing and housing special venture acquisitions and are responsible to ensure the direction, management, and execution of these programs. You will be responsible for preparation and defense of Service housing budgets through the budget process. You will be responsible for the oversight of emerging private capital, commercial processes, special venture acquisitions, private financing and other alternative acquisitions strategies available for meeting housing requirements. You will interface with members of various private sector development teams during the special venture acquisition process including during exclusive negotiations. You will oversee the accomplishment of all housing functions to include managing various duties that pertain to operation, maintenance and military construction funding sources.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying advanced program/portfolio management techniques and principles related to one or more of the following areas (1) resource allocation, (2) military/family construction, (3) family housing, (4) unaccompanied housing, or (5) risk management framework. Experience managing multiple funding sources/appropriations across future years defense plan (FYDP) within Program Objective Memorandum (POM); plus, familiarity with National Defense Authorization Act (NDAA); and Planning, Programming, Budgeting, and Executing (PPBE) processes.
