This vacancy is for a Program Analyst in the Office of the Secretary in the Office of Financial Management within the Department of Commerce. In this position you will monitor the budget & accounting system & analyze reports; prepare monthly status of funds; analyze undelivered orders; create and maintain interagency agreements; track equipment & software; facilitate building maintenance issues; serve as the property custodian & purchasing official to procure & maintain equipment & supplies.
Duties
As a Program Analyst, you will perform the following duties:
Serve as the principal administrative advisor on operational responsibilities for budget, procurement, personnel, and/or other administrative functions. Also serves as purchasing official and tracks all equipment and serves as property custodian. Provide acquisition guidance to managers in acquisition planning, interagency agreements, process invoices and use of the purchase card for programmatic requirements. Performs real property management activities by administering policies & procedures.
Develop, recommend, and implement policies that lead directly to the accomplishment of major programs. Serve as the policy and planning authority and the expert advisor to top managers and outside officials on a management function or major extramural program for a bureau or major line component.
Maintains budget spreadsheets and reconciles accounting reports and prepares monthly status of funds reports. Conducts analyses of the financial conditions and practices of organizations and programs.
Prepares apportionments, allotments, and allocations to Commerce organizational units for appropriated funding. Prepares reports and supplies fiscal and budgetary data on Commerce activities to OMB, and Congress.

Qualifications

This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band.
The ZA-4 is equivalent to the GS-13/14 grade levels.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the ZA-04 level, you must possess one full year (52 weeks) of specialized experience equivalent to the ZA-03 or GS-12 in the Federal service. Specialized experience is defined as:
Serves as an advisor to senior management on administrative operations such as policies, budget, procurement, and personnel to achieve objectives and goals; and
Maintains and manage resources within an organization that includes the acquisition, storage, and distribution of equipment or materials; and
Oversees expenditures of funds from recording of financial transactions to the review and preparation of financial reports and spreadsheets to ensure cost-effective purchases within established resource limits.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
