About the Position: Serves as a Lead Information Technology Specialist (IT) within the 20th CBRNE Command, G6, and Network Control Center Division. The command is a premier response organization tailored to respond to a world-wide event involving Weapons of Mass Destruction. Incumbent is responsible for accomplishing any combination of tasks across the entire IT spectrum. Primary emphasis will be on Information Assurance, Information Technology Management and leads the Customer Support team.
Duties
Explains team goals and objectives to assigned team members and assist team in organizing to accomplish work.
Communicates to the team the assignment, project, problems, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Performs as the technical team lead on such programs as Microsoft 365, Global Combat Support System - Army (GCSS-Army), Finance and Administrative Applications and fielded Army Program of Records (POR) applications.
Establishes calls with the network operations center and/or remote stations.
Operates the Command Audio Visual Suite in compliance with appropriate policies, procedures, regulations, and security guidance.
Reviews installed systems and diagnoses problems encountered in the use of the systems.
Intercede with the supervisor on behalf of the team to inform the supervisor of performance management issues/problems and to recommend/request related actions, such as: assignments, reassignments, promotions, tour of duty changes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The employee may be required to work overtime.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Subject to on-call support to maintain mission essential IT systems.
- Work may require deployment to remote CONUS and OCONUS locations in support of real-world Contingency Operations Exercises.
- Work may entail extended work shift of 12-16 hours a day. Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected.
- Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.
- Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program.
- This position requires a Security+ Certification to effectively complete all the tasks of this position.
- Incumbent must possess or be able to obtain and maintain Top Secret clearance.
- This position is subject to a pre-employment drug test screening, and random drug testing thereafter.

To qualify based on your experience, you must have IT-related experience demonstrating each of the four competencies:

2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the four competencies, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience is defined as:
(1) conducting threat and vulnerability assessments to determine and implement effective measures to minimize risks
(2) following technical procedures in the resolution of system or component problems and
(3) monitoring the appropriate security clearances, authorizations, and need to know are established for personnel who have access to the Automated Information System or related IT system. This definition of specialized experience is typical of work performed at the next lower band level in the federal service GS-09.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
