This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Perform welding processes which required the setup and programming of robotic welders or electron beam welders.
Apply accepted trade methods using manual, semi-automatic, and automatic processes to fabricate, assemble, modify, and repair various metal and alloy parts.
Operate carbon arc equipment for cutting and/or gouging of material or weldments.
Plan and lay out work from blueprints, sketches, drawings, specifications, shop orders, and work orders, and formulate the steps necessary to accomplish it.
Review final products to see that completed welds meet specifications and accepted trade standards.
Determine and use appropriate technique such as, preheating, post-heating, heat sinks, and stress relieving and controls metals to prevent distortion or metal burns and to meet weld dimensions, tolerances, strength, and other requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Subject to pre-employment and annual physical examination.
- Employee shifts may be rotated on a regularly scheduled basis.
- This position requires a medical examination. The incumbent is required to lift up to 60 lbs.
Qualifications
This position will be filled at the WG-10 or WG-11 level. If selected at the WG-10 level, noncompetitive promotion to the full performance level is authorized.
Term Appointment NTE - Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.
Current permanent Federal employees (to include permanent Army employees) applying for a TERM appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Welder ~ without more than normal supervision. Applicants must meet the screen out element to be considered further. The work of the position normally incudes: planning and work layout from blueprints, sketches, drawings, specifications, shop orders and work orders; select and use a variety of manual and semi-automatic and robotic welding processes to make more difficult welds; assure welds meet very high standards while performing intricate weldments of unusual nature; and welding all types of commonly used metals and alloys of various sizes, shapes and thickness. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort: Moderate and heavy physical effort required most of the time in lifting and positioning heavy parts and material. Work is usually performed standing on concrete floors, or as required, to climb and/or crawl, on equipment being worked on. Works in awkward and cramped positions, also requiring bending, twisting, pushing and pulling, squatting, kneeling, walking, sitting, climbing, standing and lifting. Frequently lifts or carries objects weighing up to 60 pounds; and frequently, handles objects weighing in excess of 100 pounds; mechanical hoist, cranes and fork lifts are available for lifting and locating the heavier objects.
Working Conditions: Works inside, usually in a welding booth, subject to electric shock, burns from molten metal, injury to eyes from welding fumes, infra-red and ultra-violet radiation and flying sparks, cuts bruises or broken bones when working with sharp and/or heavy objects. Constant exposure to dirt, grease fumes and noise, and discomfort when wearing protective clothing such as masks, aprons, gloves, and eye protection. Occasionally performs work outside, being exposed to existing weather conditions on equipment which is too large or cumbersome to bring inside.
