Duties

The Office of Management & Policy (OMP) oversees a diverse portfolio, which includes budget formulation, execution, and funding of the State Medicaid Fraud Control Unit grant program; human capital planning; information technology solutions; and administrative services. This position: Prepares a variety of program studies and analysis of operations to support the organization. Receives guidance on a variety of budget and finance responsibilities related to those studies. Prepares initial work plans and draft reports based on existing procedures or observation of the activity to be studied. Identifies data required for use by management for various programs and identifies various resources required to support program operations. Reviews operational plans and incoming work projects and makes recommendations for improving methods. Determines the need for work standards and control systems. Researches and analyzes new or improved business and management practices for application to agency programs or operations. Assists in the development of directives and the design, development, documentation, and implementation of various reporting systems within the organization. Assists in analyzing and evaluating management practices and administrative operations. Responds to formal contacts and provides guidance and direction concerning management of contract information and prepares administrative status reports for review at all levels. Assists in performing data analyses that produces management information reports on a variety of programs progress toward performance goals and objectives. Researches and interprets laws, regulations, guidelines, and procedures. Drafts reports which include conclusions and recommendations. Develops, reviews, and assesses program management information against internal and external goals and expectations. Contributes to the development of long and short-range organizational goals, objectives, and defining resource requirements. Performs other duties as assigned.

Qualifications

Applicants must meet all the qualification requirements, including education, and any selective placement factors described below within 30 days of the closing date of this announcement. This is an excepted service appointment under the OIG Pathways Internship Program. The internship will begin May 2024 and is not to exceed September 30, 2024. This appointment does not allow for non-competitive conversion to a term or permanent appointment in the federal service. Internship Eligibility Requirements: Individuals accepted for enrollment (must provide an acceptance letter from the academic institution on letterhead) or students enrolled (you must provide academic transcripts) in an accredited college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate. Note: You must provide an unofficial academic transcript that reflects your current enrollment and a verification of Spring 2024 enrollment. If you have been accepted for enrollment at a qualifying academic institution, you must submit an acceptance letter from the academic institution on the institution's letterhead. For Summer 2024 or Fall 2024 enrollment, you must provide sufficient academic documentation to be appointed. Minimum Qualifications: To qualify for the GS-07 grade level, the applicant must: Have 1 year of graduate level education; Have 1 year of specialized experience which demonstrates experience researching and analyzing improved business and management practices; experience researching and interpreting laws, regulations, guidelines, and procedures; and experience conducting quantitative and qualitative analysis of data; Have a combination of the education and experience detailed above; OR Have completed a bachelor's degree and eligible under superior academic achievement. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Superior Academic Achievement (SAA), may be substituted to meet the specialized experience requirement. Superior Academic Achievement (SAA) allows applicants to apply for certain positions at the GS-7 level if they have a Bachelors degree in a qualifying field of study and they meet one of the following requirements: class standing (upper 1/3 graduating class), G.P.A. is 3.0 or higher, or if applicant was a member in a National Scholastic Honor Society. To qualify for the GS-09 grade level the applicant must: Have 2 years of graduate level education; Have 1 year of specialized experience which demonstrates experience researching and analyzing improved business and management practices; experience researching and interpreting laws, regulations, guidelines, and procedures; and experience conducting quantitative and qualitative analysis of data and producing reports addressing program goals which include conclusions and recommendations; Have a combination of the education and experience detailed above; OR Have completed a bachelor's degree and eligible under superior academic achievement. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-7 and GS-9 grade levels, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. At the GS-9 grade level only graduate level education in excess of the first year (18 semester hours) may be substituted for specialized experience. Positive Education Requirement: This position has a position education requirement, as indicated below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
