You will serve as an ADMINISTRATION OFFICER in the COMMAND AND ADMINSTRATION PROGRAM of NAVAL SUPPORT STATION NORFOLK NSY.
Duties
You will develop plans, policies, or procedures to manage staff actions and projects
You will review completed staff actions (letters, memos, reports, studies, factsheets, information papers) for quality, consistency, and compliance.
You will conduct a study to evaluate the effectiveness and efficiency of administrative work operations
You will review work methods, processes, or procedures to improve efficiency or effectiveness of an administrative and support services program.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Interpreting management principles and practices, theories and regulations, current/revised guidance and/or polices regarding the administrative program; Comprehending DON organizational structure, chain of command, protocol, funding, agency programs, and/or activities; Interpreting Navy/CNIC mission, policies, and/or objectives to ensure goals are met; Working with relationships with other programs and the appropriate interface with key positions within the government and tenant commands; Developing and/or improving administrative department management controls; Directing admin services and procedures to include forms management, files, directives, correspondence management, classified material custodian, records management, office equipment, and/or supplies; Analyzing and evaluating continual changes in admin program plans and/or milestones and their effect of the admin program; Monitoring/executing financial and budgetary transactions; Developing recommendations for financial and/or budget actions; Formulating and/or administering effective financial and budgetary controls; Interpreting organizational structures, position management practices, work methods, and related requirements; Communicating effectively both orally, and in writing while supporting the Navy's EEO program and its objectives.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Possession of an LL.M. degree that is related to the position being filled.
