You will serve as a ADMINISTRATIVE OFFICER in the Executive Support Staff (ESS) (Code 1100), of NORFOLK NAVAL SHIPYARD.

Duties

You will provide direction for administrative support operations. You will serve as the principal advisor concerning administrative functions, policies and procedures affecting the ESS's operational requirements. You will be responsible for all aspects of planning, programming, analyzing, formulating, justifying, presenting, and reviewing resource requirements for the Executive Support Staff. You will provide critical review of action papers, staff studies, and special action papers relating to a wide variety of subject matter concerning the ESS. You will mediate controversial issues for internal and external sources involving the development and/or implementation of administrative policy. You will develop administrative policy positions and/or implementation of administrative policy. You will develop internal policies and procedures for the organizations human capital areas such as recruitment and staffing. You will design, develop, and deliver in house training products and services related to recruitment and placement programs, activities and systems. You will oversee day to day administrative and managerial operations.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with a comprehensive knowledge of the range of laws, policies and regulations and precedents applicable to the administration of assigned programs. Experience establishing goals, policies and objectives. Experience implementing a mastery financial administration, management analysis, procurement, space and property management and personnel management policies and procedures. Experience identifying, categorizing, analyzing, and applying qualitative/quantitative data methods for assessment and improvement of program effectiveness. Experience grasping complex administrative problems and suggesting appropriate options for solving them. Experience designing and conducting management studies to identify/propose solutions to management problems. Experience communicating effectively orally and in writing.
