You will serve as a Administrative Officer in the Business Manager (Code 902), Production Department Analysis and Business Manager (Code 900A), Production Resources Department Manager (Code 901), Production Resources Department (code 900) of NORFOLK NAVAL SHIPYARD.
Duties
You will be responsible for all technical, functional and associated operations of the Production Resource and Operations Department Overhead budget.
You will plan, schedule, and implement the administration of subordinate programs and facilitate the execution of programs and functions.
You will assign work, evaluate performance, provide advise, counsel, and guidance to subordinate staff.
You will determine personnel, material, equipment, and facilities needed, establish basic priorities and work sequences, and maintain balanced workload among subordinates.
You will formulate, justify, and execute major programs/segments of the budget of a large naval shipyard, and provide guidance to lower graded analysts responsible for subcomponents of the program.
You will analyze and interpret budgetary policies and guidance from higher headquarters in formulation, development, and execution of Production Resource Department budget.
You will review budget requests and negotiate changes with budget personnel and shop superintendents.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience understanding the Federal budget process and the Department of the Navy Planning, Programming, Budgeting and Execution system.
Experience analyzing, formulating, and executing a multi-year appropriation budget in support of major defense systems.
Experience recommending budget adjustments and resolving budget problems.
Experience extracting and compiling data into charts, graphs, or report format.
Experience reviewing, coordinating, and advising management on budgets, finances, workload and other administrative issues.
Experience being proficient in applications such as Microsoft Excel, Power Point, and Word along with corporate applications such as BSPO Management System, AIMxp, MRQT, Business Objects, SABRs, STARTS, SUPDESK, and COST.
