This position is located in the Department of Defense Office of Inspector General (DoD OIG). Provides daily security support in a wide range of security functional areas for the Office of Security (OSEC) that include information security, physical security, antiterrorism, personnel security, communications security, and general security administration.

Duties

Prepares, reviews, and executes DoD OIG credential requests, Common Access Card (CAC) identification requests, and electronic and manual fingerprinting for personnel security investigative actions. Interacts directly with the DoD OIG Defense Criminal Investigative Service (DCIS) and the Pentagon Force Protection Agency (PFPA) to complete credential and CAC identification requests. Reviews personnel security documentation for completeness and provides instruction and troubleshooting assistance for National Background Investigation Services (NBIS) electronic-application (e-App) submission. Participates in the implementation of security actions as part of, physical security inspections, in-processing, eligibility determination, fingerprinting, photographing, communications security material uploading, and data entry. Data entry includes: Personnel Security DoD system of record (DoD Information System for Security (DISS)), DoD OIG system of record for security, and National Background Investigation Services (NBIS).

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).

  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • Incumbent is required obtain and maintain a valid passport for the duration of occupying this position.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or equivalent or higher grade, in the Federal Service. For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service. Specialized Experience: Specialized Experience is defined for GS-0080-09 as: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade, GS-07, or equivalent. Specialized experience is defined as: knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include: 1) Administering security programs; 2) Utilizing automated systems for collecting data and/or data entry; 3) Conducting security training and/ or briefings. OR A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. that may be substituted to meet the specialized experience requirement. To be creditable, education must have been obtained from an accredited college or university. (You MUST submit transcripts or proof of education to verify your claim.) OR A combination of experience and education which, when combined, totals 100% of the necessary education and experience to qualify for this position. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (You MUST provide transcripts or proof of education to verify your claim.) Specialized Experience is defined for GS-0080-11 as: Applicants must have at least one year (52 weeks) of experience at the next lower grade GS-09, or equivalent. Specialized experience is defined as: knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include: Information security, industrial security, physical security, personnel security, operations security in order to perform the full range of complex security management responsibilities. OR A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.B., or J.D in a field directly related to the position. To be creditable, education must have been obtained from an accredited college or university. (You MUST submit transcripts or proof of education to verify your claim.) OR A combination of experience and education which, when combined, totals 100% of the necessary education and experience to qualify for this position. To compute the percentage of the requirements, divide your total months of experience by 12. Education

Education cannot be substituted for experience at this grade level.

Substitution of Education for Specialized Experience:

GS-09 Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement.

GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.

There is no substitution of education for the qualifying experienceat the GS-12 or higher grade level.

Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.

Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
