You will serve as a SUPERVISORY ENVIRONMENTAL PROTECTION SPECIALIST (INSTRUCTR) of NAVSAFENVTRNGCTR.

Duties

You will provide support to the occupational health and safety training programs as needed. You will coordinate delivery, scheduling, contracting, and budgeting requirements for all formal and informational environmental protection and emergency training products. You will develop emergency management training program requirements to include objectives and metrics. You will conduct market research in order to complete contract documents, negotiate terms, and verify funding. You will manage subordinate personnel and provide a range supervisory duties. You will lead, manage, direct, coordinate, and guide subordinate personnel in the development, maintenance and execution of quality, effective, and efficient environmental protection and emergency management training products.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge of financial planning and development of budgets for contractual and programming processes; 2) Utilizing tools to compile relevant training data including number of offerings, student attendance statistics, and contract performing for reporting purposes; 4) Working with various environmental subject matter experts to assist in coursework development, curriculum outlines, instructor guides and trainee guides; 5) Applying knowledge of oil and hazardous substance spill response, Emergency Management principles and National Incident Management System, to include FEMA, Training Programs; and 6) Developing and managing personnel; and 7) Completing government purchasing and task order processing.
