Incumbent will serve as the Secretary in the Primary Care Service Line at the Salem VA Medical Center. This position will report to the Chief, Primary Care Service. The purpose of this position is to provide administrative and clerical support to the service line Chief, Assistant Chief, Chief Nurse and Administrative Officer. The PCSL is a complex, comprehensive service providing care to over 30,000 Veterans at the Salem VA Medical Center as well as five community-based outpatient clinics.
Duties
Major Duties to include but not limited to the following:
Processes incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication
Edits and composes letters and reports, reviews correspondence for accuracy and completeness, assists in preparation of presentations for staff meetings, and develops standard or form letters and replies to inquiries
Initiates and coordinates processing of travel requests, motor vehicle requests, work orders, reproduction requests, and supply orders;
Provides general clerical public contact support services such as answering the telephone, referring visitors, or providing information about the office, its functions, and standard operating procedures, as well as similar information
Schedules appointments, coordinates meetings, and/or schedules conferences for all Primary Care Service Line staff
Responsible for maintaining attendance logs and minutes for all meetings held in the Primary Care Service Line
Maintains a spreadsheet of data for retrieval and analysis for Patient Advocate reports (PATS), Congressional complaints, White House Hotline complaints, e.g. per provider for Salem as well as for the community-based outpatient clinics (CBOCs)
Obtains feedback from providers and populating data to spreadsheets for OPPE and other performance metrics for the service
Responsible for receiving physical mail and distributing to the Clinics as appropriate
Primary timekeeper for Primary Care T&L unit and may serve as the back-up for two to three other T&L units within the PCSL
Familiar with rules regarding leave usage, FMLA, the correct codes to associate with each along with being responsible for the biweekly processing of timecards to meet payroll deadlines
Prepare, maintain, and ensure accuracy of time and attendance reports via VATAS (or current Time and Attendance program) and provide staff assistance on payroll regulations
Performs other related duties as assigned.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence and reports, knowledge of pay and leave laws, rules and regulations and agency policy regarding entitlements to overtime, differential, hazardous duty, holiday and special rates, and premium pay to perform timekeeping duties, and knowledge of laws, rules, and regulations along with agency policy regarding the proper storage of records to perform duties required of the records liaison for the service.

Physical Requirements: The work is primarily sedentary. Typically, the employee sits comfortably to do the work. There is some walking, standing, bending, and carrying required. No special physical demands are required to perform the work.
