Duties

As an Administrative Services Specialist, you will be assigned to the Administrative Division in the Sacramento office. Duties include (but are not limited to): Serve as a contracting officer for the office and make purchases within delegated authority Perform contract administration and handle a variety of actions and problems relating to assigned contracts Serve as Contracting Officer Representative for assigned contracts and as such, is a liaison with vendors and contractors Analyzes support services processes and procedures for the Sacramento office Projects and analyzes space requests for the Sacramento office based on proposed initiatives, staff changes, and technology improvements In conjunction with management, designs changes to office layouts, schedules alterations and repairs, oversees building renovations, and recommends relocation of personnel to new space Provide for the management of non-expendable property through maintenance of records Conducts periodic inventories, analyzes maintenance and repair frequency and costs and recommends action to dispose of or replace equipment and property Serves as the primary timekeeper for assigned personnel Serves as primary backup to mail and reception area for the Sacramento office Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

Qualifications

GS-7: To be eligible at the GS-7 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-5 level. Specialized experience is defined as experience performing the following types of duties: General administrative support related to acquiring office supplies, monitoring the operating status of equipment, submitting work/service orders for equipment or facilities, purchasing supplies or office equipment, inventory maintenance (supplies/property), property maintenance, internal controls, mail, time and attendance, forms management and communication services, oral and writing communication with customers, or other administrative processes and services. Education: Have one of the following types of education in a related field (e.g., Accounting, Financial Management, Public Administration, Business Administration): a Master's or higher degree (such as a Ph.D.); OR 1 year of progressively higher-level graduate education leading to such a degree. OR Have completed a 4-year course of study leading to a bachelor's degree or possess a bachelor's degree AND I meet one of the provisions of Superior Academic Achievement. Superior Academic Achievement Provisions: 1. Maintained a grade-point average of "B" (a GPA of 3.0 or higher) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. 2. Maintained a grade-point average "B+" (a GPA of 3.5 or higher) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. 3. Rank in the upper one-third of your class in the college, university, or major subdivision. 4. Be a member of a national honor (other than freshman honor societies) recognized by the Association of College Honor Societies. Please submit a college transcript(s) showing your grade point average for all four years of undergraduate study, including all transferred courses. NOTE: GPA's are rounded to one decimal place. For example, 2.95 rounds to 3.0 and 2.94 will round to 2.9. If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society. Combining Education and Experience: Combination of successfully completed graduate education and experience may be used to meet the total qualifications. In order to qualify based on a combination, graduate education must be in excess of one full year. GS-9: To be eligible at the GS-9 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-7 level. Specialized experience is defined as experience performing the following types of duties: providing administrative support services in areas to include contracting and procurement of services, supplies, and equipment; analysis of support services and space requirements; personal and physical security, internal controls, mail, time and attendance, forms management and communication services. Education: One of the following types of education in a related field (e.g., Business, Accounting, etc.): a Master's or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year. *****At GS-9 level, must be able to obtain and maintain contracting warrant from Executive Office of U.S. Attorney's Office.***** Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
