The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience with operating policies, procedures, and processes of a large organization; Experience participating in working initiatives that cross organizational boundaries; Experience which demonstrates an understanding and ability to discuss different tax issues, policies, practices and IRS procedures in a variety of situations and geographic areas; Experience in managing volunteer-based organizations and/or workforces; Experience researching, reviewing and providing comments/analysis for identifying systemic issues and advocacy, processes and products needing improvement; Experience using Microsoft Office or equivalent software programs (examples include Excel, PowerPoint) and various databases (such as Systemic Advocacy management System (SAMS) to prepare spreadsheets, briefings and reports.
To be qualifying for this position your experience should be sufficient to demonstrate: Knowledge of management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight; Ability to plan, direct, and evaluate work of subordinate managers, employees, and/or others; Comprehensive knowledge and understanding of appropriate operations, policies, applicable laws, regulations, rules, practices and procedures specific to and/or directly related to the position being filled. Knowledge of administrative, employment, budget and fiscal methods used in establishing and maintaining an organization. Comprehensive knowledge of the Taxpayer Advocate Service function, its mission and the work performed in support of this mission. Knowledge of analytical and technical skills to conduct in-depth analysis or project data, requirements, and impact, to identify problem areas and determine how to resolve them.

Education
