Duties

The United States Space Force (USSF) Space Systems Command (SSC) at Kirtland Air Force Base is searching for a Directorate Resource Consultant (GS-0301-11). Description: As part of the United States Space Force Space Systems Command's Innovation and Prototyping Delta at Kirtland Air Force Base, New Mexico, you will be an integral part of a highly capable and motivated team that prides itself on providing outstanding customer service in all areas of military and civilian personnel program administration (Human Resources Management). Our team manages over 40 different personnel-related programs for the Delta and serve as liaisons between the base-level Civilian Personnel Office, the Delta's supervisors/senior leadership, and Space System Command functional staff! Serve as the primary unit focal point for coordination with Functional Managers and the Civilian Personnel Office on all personnel matters. Address personnel issues that are urgent and bring about desired results. Interprets military and civilian personnel matters related to procedures, policy, rules, regulations, and law. Ensures civilian requirements are forecasted and fill/recruitment requirements are submitted to the appropriate office. Identifies the need for and provides inputs for special civilian hiring actions to include Superior Qualification appointments, byname-request and other actions as required. Provides support and advice to managers/supervisors on writing Core Personnel Documents. Provides guidance to managers regarding preparation of civilian personnel requirements and request for personnel actions. Monitors request for personnel actions (RPA's) and stay abreast of FLDCOM leadership decisions and staff assignment priorities and the impact on the mission. Provides guidance to junior staff members. Ensures military requirements are forecasted and requisitions are submitted to the appropriate office. Provides interpretation on military matters related to procedures, rules, and regulations. Manages and tracks the unit's military programs and ensures timely processing of military actions to include: Military Permanent Change of Assignment (PCS), Officer and Enlisted Performance Review process, Military Awards and Decorations program. Date maintenance with routine transactional updates in DCPDS, MilPDS and analysis review of HR related data using Business Objects Reports. Serves as the Unit Deployment Manager. Key Skills and Abilities: 1. Knowledge of Air Force, AFPC, Parent command and SSC directives, policies, and procedures pertaining to civilian and military personnel. 2. Knowledge of Air Force manpower directives, policies and procedures. 3. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of complex issues and problems. 4. Knowledge of military and civilian personnel policies, instructions, regulations, practices and guides. 5. Ability to provide management advisory services to supervisory and employees. 6. Ability to communicate in a highly-skilled manner, in written and oral presentations, in a concise, accurate and grammatically correct manner.
