This position is located in Saint Louis, MO. There are two positions available under Servicing Asset & Management Office; Claims Processing Section 3 & Loss Mitigation Section.
The incumbents will perform full range of supervisory duties, oversee daily operations of sections, and provide direction for complex and routine management issues that arise.
Duties
Performs supervisory responsibilities; plans work to be accomplished; sets and adjusts priorities; prepares schedules for completion of work; assigns work based on priorities, selection, difficulty, and requirements. Trains new employees on systems.
Develops performance standards; evaluates work performance of subordinates; gives advice and counsel, or instructions to employees on work and administrative matters. Recommends appointments, promotions, reassignments.
Provides active leadership in the Equal Employment Opportunity (EEO) Program administration. Identifies barriers to accomplishment of EEO goals and objectives and takes and/or recommend action(s) to eliminate barriers.
Performs research on escalated accounts from national, state, or field officed, congressional offices, third parties, Office of General Counsel, United States Attorney, Credit Reporting Authorities, banks, borrowers, mortgage servicers originators.
Maintains a methodology and system to track daily workload volumes and productivity on assigned nationwide loan portfolio.
Maintains process flows, procedural manuals, desktop procedures, and makes edits to create efficiency. Documents and maintains internal control structure to ensure quality and compliance.
Requirements

- Successful completion of one-year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-12) in the normal line of progression for the position being filled.
GS-13: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level, or it's non-federal equivalent.
Specialized experience is defined as demonstrating expert knowledge in one of the following areas: single family housing mortgage underwriting, origination of conventional FHA, VA, or USDA Rural Development loans, loss mitigation and servicing and/or disposition of delinquent loans, or experience in a customer call center which services single family housing loans. Experience developing standard operating procedures in a mortgage servicing operation designed to improve efficiency. Recommending new strategies to foster collaboration and improving customer satisfaction through effective policies and programs.
There is no substitution of education for experience at the GS-13 level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
