The Financial Management Specialist serves as a member of the Fiscal Service for the Birmingham VA Health Care System. The incumbent is under the general administrative direction of the Chief Financial Manager, Fiscal Service. Fiscal Service is aligned under the Associate Director. The incumbent works to support the administrative operations and responsibilities of the Service.
Duties
Performance of office or non-manual work directly related to the management or general business operations of the employer/employer's customers
Exercises discretion and independent judgment on matters of significance. Must be more than skilled in applying well-established techniques, procedures, or standards.
Has authority to make independent choices free from immediate direction or supervision in: Formulating, affecting, interpreting, or implementing management policies, operating practices; Committing the employer in matters with significant impact; Waiving or deviating from established policies/procedures without prior approval; Negotiating/binding the organization on significant matters.
Carries out major assignments in conducting organizational operations
Performs work that affects operations to a substantial degree
Provides consultation or expert advice to management
Is involved in planning long- or short-term organization objectives
Investigates and resolves significant matters on behalf of management
Represents the organization in handling complaints, arbitrating disputes, or resolving grievances
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 7:30 a.m. to 4:00 p.m. Monday through Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and for the GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization and would typically include, but is not limited to: performance of office or non-manual work directly related to the management or general business operations of the employer/employer's customers; exercise discretion and independent judgment on matters of significance; skill in applying well-established techniques, procedures, or standards; has authority to make independent choices free from immediate direction or supervision in formulating, affecting, interpreting, or implementing management policies and operating practices; committing the employer in matters with significant impact; waiving or deviating from established policies/procedures without prior approval; negotiating/binding the organization on significant matters; carries out major assignment in conducting organizational operations; performs work that affects operations to a substantial degree; involved in planning long or short term organization objectives.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the undergraduate level.

Physical Requirements: Work is primarily sedentary with some lifting and carrying of computer reports, boxes, and ledgers.
