Duties

This position is a mission critical occupation for HRSA. This position is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As a Supervisory Management Analyst, you are responsible for providing expert advice using advanced management and organizational skills and managing complex and sensitive issues. Your major duties and responsibilities include: Developing, analyzing, and evaluating new or modified program/management policies, regulations, goals, or objectives. Analyzing and evaluating on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meetings established goals and objectives. Performing complex analysis of current Branch programs, proposed program modifications and reforms, demonstration program models, and policy changes to evaluate their actual potential effectiveness to make measurable improvements. Representing the Division Director, Deputy Director, Branch Chief, and the Associate Administrator on top-level program planning and policy development matter. Requirements

  • U. S. Citizenship is required.
  • HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year supervisory probationary period may be required.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. To qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis: 1. Using qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of administrative and technical programs, including preparing a summary of findings and recommendations for areas of improvement to management. AND 2. Developing detailed plans, objectives and strategies for the long-range implementation and administration of programs and/or developing criteria for evaluating the effectiveness of programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. BUSINESS PROCESS REENGINEERING - Utilizes methods, metrics, tools, and techniques to analyze and design workflows and business processes within an organization to improve outcomes, customer service, decrease operating costs, increase efficiency and effectiveness of operations, etc. QUANTITATIVE/QUALITATIVE ANALYSIS - Examines and evaluates data to manage and achieve results. ADMINISTRATION AND MANAGEMENT - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. PROGRAM MANAGEMENT - Designs, implements, and manages multiple or ongoing programs/projects, and directs the related resources, personnel, and activities.
