You will serve as a ENVIRONMENTAL PROTECTION SPECIALIST in the PUBLIC WORKS DEPARTMENT, ENVIRONMENTAL SERVICE BRANCH (PRP43), of NAVAL FACILITIES ENG COMMAND HAWAII.

Duties

You will advise personnel (e.g., higher-graded specialists, supervisors, operating officials) on environmental compliance and pollution prevention programs. You will obtain permits to maintain compliance with environmental regulations. You will coordinate hazardous spill containment with federal and state regulatory agencies. You will conduct inspections to identify deficiencies and recommend corrective actions.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain a current Forklift, (6,000 lb., electric or narrow aisle forklift) certification.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technical assistance for responses to spills and releases of oil and hazardous substances to facilitate containment, support cleanup actions, and minimize adverse impact to human health and environment; 2) Demonstrating the ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences; 3) Making clear and convincing oral presentations effectively; and clarifies information as needed; 4) Enacting measures to ensure compliance with laws/regulations, Executive Orders, and policies regarding the program management of solid waste, hazardous waste, water quality, air emissions, environmental restoration, spill prevention, and natural/cultural resources; and 5) Determining, interpreting, and negotiating compliance requirements.(e.g., permit conditions, cleanup levels) with local, state, and Federal regulatory agencies; and 6) Advising customers and provides support to them on their environmental compliance requirements. Education

Applicants that do not meet the specialized experience listed under Qualifications may qualify with education or a combination of education and experience as follows:

You successfully completed a master's or equivalent graduate degree.

OR

You successfully completed two full years of progressively higher graduate level education leading to a master's degree.

OR

OR

You have a combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus my percentage of the required experience equal one hundred percent.
