About the Position: This position is located at the Naval Health Clinic Quantico, Directorate for Health Services, Department of Behavioral Health, Substance Abuse Rehabilitation Program in the Washington Navy Yard, District of Columbia.

Duties
Provide clinical expertise in designing, planning, evaluating, and implementing the center's alcohol and other drug abuse/dependence assessment, case management, treatment, and continuing care program.
Review and evaluate state-of-the-art processes for appropriateness and provides assistance for intervention and assessments to commands as requested.
Provide leadership and exercises day-to-day case management.
Assess training needs of counselors and develop individual development plans in conjunction with the Substance Abuse Rehabilitation Program's Clinical Supervisor.
Conduct non-residential alcohol and other drug abuse/dependence assessments, case management, treatment, and aftercare services to active personnel and other eligible beneficiaries.
Use counseling, education, and case management to modify patients' attitude, behavior, and lifestyle to achieve a more effective level of functioning.
Develop lesson plans, automated presentations, training aids, etc. for staff, patients and installation personnel on substance abuse prevention and identification; case management; treatment; and managerial issues.
Attend professional meetings, seminars, conferences, and officially represent the Substance Abuse Rehabilitation Program in area of expertise and authority at designated functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- This position is a Drug Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
- A pre-placement medical examination is required.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede BLS.
- This position requires the incumbent to have tuberculosis testing.

Basic Requirement for Licensed Professional Counselor:
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Social Services, Social Work, Psychology, or Sociology.
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes conducting substance abuse assessments, developing substance abuse diagnosis, and creating and implementing substance use disorder treatment plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
ADC-I or ADC-II certification is preferred, but not required.
