You will serve as a COUNSELING ADVOCACY AND PREVENTION PROGRAM MANAGER in the FLEET AND FAMILY READINESS of COMMANDER - NAVY INSTALLATIONS.
Duties
You will provide oversight and guidance to all personnel that fall within the Counseling Advocacy Prevention Program structure.
You will execute the full range of supervisory responsibilities, translating broad organizational goals into concrete objectives, plans, priorities, and assignments.
You will assign work based on difficulty of assignments and program initiatives, identifies developmental training needs, develops performance plans, rate employees, and takes disciplinary actions.
You will develop new methods according to the guidance provided by Congress, DoD, SECNAV, and OPNAV to ensure the organizational structure and management processes are in compliance with legislation and policies.
You will prepare and participate in multi-year strategic planning for resource planning, analyzing the CAP program's operations to ensure proper manning and budget allocation is consistent and in support of departmental goals and objectives.
You will manage appropriated and non-appropriated fund personnel (NAF), evaluate performance using NAF Human Resources personnel evaluation process and the Department of Defense Performance Management and Appraisal Program (DPMAP).
You will establish overall program vision, goals, objectives and performance standards/metrics to evaluate program effectiveness, efficiency and sustainability using qualitative and quantitative measurements.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Planning and managing clinical counseling programs to include requirement determination, policy development, evaluative and analytical processes, and program implementation; 2) Providing solution-focused family advocacy services, clinical counseling, and prevention and intervention skills 3) Designing and conducting comprehensive studies to measure and improve effectiveness, efficiency and productivity of assigned programs and prepare solutions to operational and contingency issues. Education
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
Social Science Series, GS-0101
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Social Worker, GS-0185
Degree: Social Work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.
