The primary purpose of this position is to serve as a Management and Program Analyst: Supports the organizational strategic goals, objectives, and lines of effort to meet the future vision and maintain strategic alignment for goals and objectives. Focal point for strategic workload requirements and analysis, and serves as center process improvement management office.
Duties
Serves as a center program coordinator or project chairperson for a specific management, maintenance or supply chain workload and related processes.
Performs analysis for programs and projects assigned, gathers data, and prepares written staff studies and/or presentations outlining program objectives to be achieved.
Plans, organizes, directs and coordinates activities of functional specialist for programs and special projects.
Represents the organization with a variety of functional area organizations at executive levels within the government and to contractor/industry representatives.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations for staff decisions and actions to ensure desired results/objectives are achieved. Develops detailed plans, goals and objectives for long range implementation of programs. Identifies program effectiveness, areas of imbalance, trends and problem areas. Makes recommendations for improvement of program operations. Maintains knowledge of policies to determine impact of these policies on supply chain support. Briefs all levels of leadership or other agencies to communicate positive or adverse trends.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1) Knowledge of laws, principles, policies, and practices of systems and logistics management.
2) Knowledge of the mission, roles, functions, organization structures and operation of the department of Defense, Air Force and other entities that govern, interface with, and/or influence the logistics system management and acquisition processes.
3) Ability to communicate both orally and in writing, clearly, concisely and with technical accuracy.
4) Ability to establish and maintain good relationships with individuals and groups within the organization as well as outside organizations.
5) Knowledge of business, labor standards, industrial management, administrative practices, public laws governing public private partnering, Core and 50/50, contracting procedures, technical concepts, and production practices to evaluate proposals/activities.
6) Ability to plan, organize and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures; and mentor, motivate and apprise staff.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
