The primary purpose of this position is to serve as a management analyst providing services in support of the Major Command (MAJCOM) /Field Command (FLDCOM) publications and forms management programs assigned to HQ CCC. Responsibilities include: developing and evaluating administrative program, policies, procedures, and objectives.
Duties
Manages the MAJCOM/FLDCOM publications and forms management programs assigned to HQ CCC. Ensures all MAJCOMs/FLDCOMs are compliant with federal, DoD, and Department of the Air Force policies/guidance for publications and forms. Ensures MAJCOMs/FLDCOMs are within the scope of the originating organization's delegated authority and functional responsibility.
Advises and assists MAJCOM/FLDCOM publications and forms offices of primary responsibility (OPRs). Works with MAJCOM/FLDCOM OPRs, frequently serving as the single point of contact for OPRs in the publishing process. Ensures documents are reviewed and updated on-time. Processes new or revised publications or forms actions from OPRs. Interviews OPRs to acquire facts and data about the publication or form.
Operates as MAJCOM/FLDCOM forms subject matter expert (SME) for the Air Force Departmental Publishing Office (AFDPO), and for MAJCOM/FLDCOM customers. Coordinates with AFDPO on forms management policy and procedures. Analyzes policy and procedures and provides recommendations.
Develops MAJCOM/FLDCOM publications and forms management training program for all MAJCOMs/FLDCOMs and delivers training to publications and forms managers. Establishes, designs, and conducts formal training on the Department of the Air Force publications system, publication writing procedures, and on publishing management policies.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. As well, working knowledge in conduction studies, analyzing findings and making recommendations on publications and forms management programs and management policy.
OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs in the area of the Air Force Publications Management Program and Forms Management Program.
2. Knowledge in conducting studies, analyzing findings and making recommendations on information systems publications and forms programs and Air Force Management policy.
3. Knowledge and experience with state-of-the-art information systems technology associated with the Department of the Air Force Publications Management Program and Forms Management Program.
4. Ability to gather, research, analyze, and evaluate information, and to perform solve and makes recommendations.
5. Knowledge of the Department of the Air Force Publications Management Program and Forms Management Program.
6. Skill in communicating effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
