This position is located with the U.S. Department of State, Office of the Inspector General (OIG) which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM), and the International Boundary and Water Commission (IBWC). The incumbent serves as a Management and Program Analyst within the Office of Inspections (ISP) who is a member of the Planning and Communications team within the Inspection Operations Division.
Duties
This position is located within ISP and supports the mission of the Inspection Operations Division through development, implementation, and maintenance of ISP's annual inspection planning, the management of inspection documentation and briefing materials, and the management of inspection-related communications with the Department and USAGM.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in developing and executing policies for oversight of assigned programs.
Experience analyzing and evaluating the effectiveness of program objectives.
Experience collaborating with stakeholders to implement initiatives and resolve issues.
Experience in providing consultation and recommendations to management and program officials on the interpretation of regulations and guidelines.
Experience in managing efficient and effective data monitoring/tracking systems.
There is no substitute of education for specialized experience for the GS-13 position.
