You will serve as a SUPERVISORY ENGINEER or SUPERVISORY SCIENTIST or MANAGER as Branch Head for the Survivability and Structural Mechanics Branch (Code 7014), in the Development Assessment Sustainment Division (Code 701) of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-4 pay band encompasses positions equivalent to GS-12 and GS-13; the ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will serve as Branch Head, providing rigorous Shock and Environmental Qualification Test capabilities and analysis and expertise in support of Navy survivability, susceptibility and vulnerability requirements, You will lead the performance of analysis on complex structures with a large number of elements and complex element interactions, and perform research and development and science and technology initiatives to further dominance in the undersea domain, You will perform administrative, financial, and technical management for all branch personnel, programs, and resources, You will identify resources, develop priorities aligned with department guidance, and assign all work in support of project tasking in accordance with those priorities, You will act as consult on difficult technical issues, leading the development and implementation of comprehensive technical and process solutions, You will account for product development and accurate costing on all tasks assigned to the branch, You will support personnel mentoring via career guidance, technical assistance, and overall support, You will develop near-term and long-term branch goals supporting higher level organization goals and communicate these to employees to effectively utilize project and department resources, You will identify innovative solution opportunities and work with the CHENG, Chief Scientist, Strategy Lead, and Business Office to develop and execute plans, You will be responsible for development and execution of appropriate contracting strategies and development of Technical Insertion packages to provide resources via the Code 70 Technical services contract, You will ensure the stewardship of personnel, material, and financial resources to maximize capability delivered for test and evaluation, You will serve as first-line supervisor for a diverse group of engineers, scientists, and technicians, You will maintain a knowledgeable branch utilizing effective processes for task accomplishment and meeting customer requirements with high-quality products, You will effectively interface and communicate effectively both orally and in writing with personnel internal and external to the organization and with senior executive service, including Captains and Admirals (at all levels).

Qualifications

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Electrical Engineer (0850-series), an Electronics Engineer (0855-series), a Biological Scientist (0401-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. TO QUALIFY FOR ND-5 (MANAGER): In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12 and GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector as a professional engineer or scientist applying systems engineering principles or practices to lead or manage administrative, financial, or technical aspects of submarine or undersea test and evaluation TO QUALIFY FOR ND-4 (SUPV ENGINEER or SUPV SCIENTIST): In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-3 pay band (GS-9 through GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector as a professional engineer or scientist applying systems engineering principles or practices to provide administrative, financial, or technical guidance on projects in support of submarine or undersea test and evaluation. Education

Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR
Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. OR
1550-Computer Science Series: A degree in computer science; or a degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus.

0401 - Biological Science Series: A degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position; OR
A combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.
