You will serve as a SCIENTIST in the INFRASTRUCTURE DIVISION, CORPORATE OPERATIONS DEPARTMENT of NAVUNSEAWARCENDIV NEWPORT RI.
Duties
You will be responsible for providing Program Management of the Division Newport Mission Environmental Planning (MEP) Program.
You will provide quality products and subject matter expertise in environmental policy, biological research, and spatial planning to ensure environmental compliance for NUWC Newport and external customers.
You will coordinate planning and compliance efforts, cost and budget development, oversight of biological and data gap research, development of data and supporting documentation, reviewing work, and providing status reports.
You will lead teams of government and contractor personnel, assign work to project personnel, and ensure that personnel working on projects have the resources needed to successfully complete the project.
You will develop ancillary products including mitigation and monitoring plans specifically designed for a project to minimize environmental impact, site and take assessments, and acoustic modeling interpretation.
You will conduct habitat assessments using spatial data analysis techniques and implementing Geographical Information Systems for complex scientific analysis.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
For the ND-05 pay band: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional Scientist developing plans and products to coordinate environmental compliance efforts in accordance with all environmental laws, rules, and regulations.
For the ND-04 pay band: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional Scientist evaluating program operations to provide technical guidance and resolve issues impacting compliance with environmental laws, rules, and regulations.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Applicants must possess a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.
OR
A combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.
