You will serve as the TECHNICAL PROJECT MANAGER on the Marine Species Modeling Team (Code 709) of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of Warfare Centers Personnel Demonstration Project. The ND-4 pay band encompasses positions equivalent to GS-12 and GS-13. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will be developing projects based on environmental permitting requirements, and analysis of potential impact to marine species from test/training activities that put sound in the water. You will also be developing research associated with applying best available science to modeling used to support environmental permitting. You will be qualified to personally perform work that involves program requirements development, as well as oversight of software development, cybersecurity, modeling, test and evaluation and analysis in support of program efforts. You will be responsible for planning, execution, schedule, budgeting, and performance of all project aspects at Division Newport and ensuring senior leadership is kept apprised of technical risks and issues. You will work in close coordination with the T/E Services and Marine Environmental Customer Advocate to negotiate tasking with the program office and with Division/Branch Heads to develop task statements, cost estimates, and staff the tasks. You will be responsible for overall project execution, project financial management, and the day-to-day interaction with customers on technical efforts. You will be responsible for the overall project definition, organization, and direction of the project teams. You will be responsible for project level risk assessments, technical oversight, product and deliverable reviews, earned value management, and identification of innovative solutions.

Qualifications

This is an interdisciplinary position and may be filled by a General Scientist (0401-series), a General Engineer (0801-series), an Oceanographer (1360-series), a Mathematician (1520 - series) or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. For the ND 5: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector.   1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    or

  2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

0801:
  • A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
  • B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
    • 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
    • 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
    • 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
    • 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.

    or

  2. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.

1520:

  1. Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.

    or

  2. Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.

The total course work in either A or B above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

1550:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
