This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR), Atlantic Oceanographic & Meteorological Laboratory (AOML) with one vacancy in Miami, FL, Silver Spring, MD, Plainsboro, NJ or Boulder, CO.

Duties
As a Supervisory Administrative Officer, you will perform the following duties:
Provide analysis, oversight, and development of office administrative work ensuring policies and procedures are created, updated, and maintained. Develop tracking and reporting mechanisms for administrative areas. Analyze and develop procedural updates and recommendations based on analysis. Provide for general personnel management services, ensuring efficient processing of all personnel matters.
Provide general oversight, direction, and recommendation in the areas of budget and finance. Advise senior leadership on finances, equipment and supplies, and facility requirements for established and/or planned programs and projects on both an annual and projected basis.
Provide oversight over the preparation and review of all procurement requests for compliance with federal procurement regulations. Certify the availability of funding and is responsible for ensuring that all purchases are in compliance with federal procurement regulations.
Serve as supervisor planning and distributing work to be accomplished by subordinates; set and adjust short and long term priorities and prepare schedules for the completion of work; find ways to improve production or increase the quality of the work.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-4 or GS-13 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Planning or coordinating day-to-day implementation and execution of budget, finance, or administrative operations;
Coordinating administrative and financial operations with staff and management; and
Providing guidance to management on procurement requests and office support services.
