This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR), Chemical Sciences Laboratory (CSL) with one vacancy located in Boulder, CO.
Duties
As a Supervisory Administrative Officer, you will perform the following duties:
Serve as the authority in the administrative and management processes providing instruction, guidance, oversight, and analysis and is responsible for all aspects of the budget and fiscal management, human resources, supplies, services, travel, training, procurements, reimbursable agreements, contract negotiations, and space utilization.
Serve as principle advisor to managers on various personnel policies and procedures, and maintain organizational structure ensuring sound staffing levels and overseeing reorganization issues and projection of accession and attrition.
Advise on regulation, procedures, format, and documentation of small purchases, acquisitions, contracts, and strategies to manage finances in an effective manner. Formulate and execute annual budget including labor costs, travel, supplies, equipment and all other general operating expenses.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-4 or GS-13 level:
SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Managing or providing oversight for various administrative and business matters for an organization including at least five (5) of the following areas: budget and fiscal management, reimbursable agreements, acquisitions and procurement, human capital, facilities and space management, travel, property, records management, training, physical security, office management, and visitor processes;
Utilizing established policies, practices and procedures to manage the day-to-day administrative aspects of an office and provide guidance to leadership; and
Developing procedures or systems for implementing management and administrative functions in an office.
