This position is located in the Oceanic and Atmospheric Research (OAR), Office of Executive Director (OED) with one vacancy in Boulder, Colorado.
Duties
As a Supervisory Administrative Officer, you will perform the following duties:
- Exercise program responsibility for the planning, coordination and direction of a full range of administration and management services, including budget formulation and execution; human resources; facilities and property; acquisitions and contracts, cooperative agreements, procurement, grants, and inter/intra-agency agreements. Assist the David Skaggs Research Center (DSRC) Executive Director with staffing decisions.
- Serve as the principal administrative adviser to the Senior Executive Service (SES) Director and Financial Management Center (FMC) staff. Functions as the technical expert authority on a wide variety of management services and personnel programs and on the development, interpretation, and implementation of policy that directly impacts the mission success of all DSRC offices.
- Apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-4 or GS-13 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
- Managing day-to-day implementation and execution of budget, finance, and administrative operations;
- Coordinating administrative operations with staff and management;
- Providing guidance to management on policies related to acquisitions and contract administration.
