This position is located in Pension and Fiduciary (P&F) Service. Pension and Fiduciary (P&F) Service administers the pension programs and fiduciary activities for compensation, dependency and indemnity compensation (DIC) and pension beneficiaries Department of Veteran's Affairs Veterans Benefits Administration. P&F Service is responsible for the development of policy, procedures, training, and oversight of the delivery of VA pension benefits and fiduciary activities worldwide.
Duties
Specific duties include:
Provides support for specific projects and will aid the supervisor in leading the performance and activities of the team to provide high quality and timely services to Veterans and survivors.
Maintains close working relationships and coordination with other elements within P&F Service and VA
Coordinates projects that require an understanding of the development of program policy, procedural guidance, quality and oversight plans and reviews of national programs and systems, training, and/or analysis of workload plans for projects within the team supported.
Serves as a lead advisor and consultant to the supervisor on precedent determinations involving decisions on individual cases and national issues regarding technical, regulatory, procedural, and operational aspects of Pension, DIC, Burial Claims processing and Fiduciary program activities.
Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met.
Maintains program and administrative reference materials, project files and relevant back-ground documents and make available policies, procedures and written instructions from the supervisor.
Undertakes long and short-range research and studies program activities within P&F Service to support the organization's business goals and objectives. Gathers relevant data, analyzes it critically, and makes recommendations based on findings using available information resources such as Internet tools, manuals, and other reference material.
Manages multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization. Conducts investigations of evidence involved in resolving appealed cases and special interest cases.
Serves as a mentor to the team members and guides appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solutions.
Aids the supervisor and team members in identifying, distributing and balancing workload and tasks among team members in accordance with established protocols and makes adjustments to accomplish the workload in accordance with established and changing priorities.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/15/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.
Experience with Veterans benefits laws and regulations that pertain to Veterans benefits to ensure proper administration of benefits coverage, determinations, claims processing and the protection of the beneficiary and VA.
Evaluating the effectiveness of programs and developing strategies for making improvements.
Preparing comprehensive reports, policies, guidance, correspondence and briefings to senior level management.
Skill in Microsoft Office suite applications and other common software programs, operational knowledge of VA specific systems such as VBMS, BFFS, etc.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
