IT Specialist position(s) are being filled through the Office of Personnel Management's delegated Direct Hire Authority, open to all U.S. citizens.
Selections made under this notice will be processed as new TERM appointment to the Federal Service. Current Federal employees would, therefore, be given a new TERM appointment. Under the provisions of the Direct Hire Authority, Veterans Preference and the "Rule of Three" do not apply.

Duties
This announcement serves as public notice. Applications submitted be placed into a pool and will remain on file for selection as positions become available.

Serves as a senior analyst and project leader. Incumbent is responsible for determining, analyzing, designing, and
(CONT) building data bases for estimation modules used in forecasting and projecting client population, caseloads, recipients, and expenditures under OASDI and related programs.
Participates in and serves as an expert in the design and development of the computer software required to support the data processing and empirical analyses called for in the research, design,
(CONT) and formulation of a series of income distribution simulation models for forecasting Social Security caseloads and expenditures.
Coordinates the design and development of data systems required in order to utilize statistical information from various sources including the statistical,
(CONT) financial, and administrative record systems of SSA, the Bureau of Census and other relevant sources.
Assists in planning overall workload distribution, setting priorities and preparing schedules or timeframes for completion. Based on these priorities,
(CONT) assigns work considering the relative difficulty of the assignment, overall branch workloads, and the varying capability and expertise of employees.
Gives advice and guidance to employees on both work and administrative matters.
Writes systems specifications for the creation of large scale computer systems, including specifications related to the structure and capabilities for operating these systems, to the computer hardware systems
(CONT) and devices needed, to the programming languages (such as FORTRAN and SAS) to be used, and the data processing and computational methods or techniques to be applied.
Investigates and studies the theories, principles, and practices of electronic and automated data processing for the purpose of utilizing methods which best serve the needs of the professional staff.

Applicants must qualify for the series and grade of the posted position. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Your resume must provide sufficient experience and/or education, knowledge, skills, abilities, and proficiency of any required competencies to perform the specific position for which you are applying.

Minimum Qualifications: Grade 14: To qualify at the GS-14 level, you must have at least 52 weeks of specialized experience at the GS-13 which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include advanced experience in writing and updating COBOL and/or SAS code; and transferring data between mainframe and server environments.
