This position is in the Office of the Assistant Director (OAD) in the Directorate for Biological Sciences (BIO). The incumbent serves as the Portfolio Manager responsible for office-wide contracts, financial and communications issues. Serves as the Contract Officer Representative (COR) for contracts, maintaining oversight of contracts and acquisitions for the office. directorate; development of and execution of the directorate's acquisition strategy
Duties
The incumbent serves as the Portfolio Manager and has primary programmatic responsibilities in support of BIO. Specific duties include, but are not limited to, the following:
Project and Portfolio Management:
Plans and manages a portfolio of complex projects while working with internal and external stakeholders at all levels to define business and technical requirements, acquire services, develop, and manage budgets, oversee delivery of services, and measure and report on performance.
Provides program and project management support for programs and projects, including developing plans and roadmaps for program initiatives and activities, coordinating with NSF staff and contractor personnel to plan and execute work, and coordinating with other NSF Offices and Directorates.
Strategic Planning and Acquisition Strategy:
Coordinates and develops strategic plans and approaches.
Works with stakeholders at various levels to define business and technical requirements, translating and presenting complex technical information for nontechnical audiences.
Conducts training relevant to business requirements.
Develops and maintains effective working relationships with program stakeholders by continually anticipating and assessing their current and future needs, and amicably resolving competing or conflicting interests.
Business Process Management:
Works collaboratively with other team members to structure appropriate work processes and standardize procedures to support continuous improvement of operations.
Evaluates the effectiveness of BIO's procedures and the consistency of their contributions to the accomplishment of organizational goals and objectives, and recommends change, as appropriate, to meet short and long-term strategic goals and objectives of the organization.
Budget Formulation and Execution:
Assists the Directorate Operations Officer on the development and analysis of BIO's annual budget.
Develops budget estimates for new initiatives and recommends the allocation of resources based on proposed costs and expenses.
Analyzes the impacts of budgetary guidance from NSF management; directs, reviews, and documents the impact of project budget variances, increases and reductions, to facilitate the efficient prioritization and allocation of funds; estimates future financial requirements by maintaining and inventory of planned, but unfunded initiatives; and performs special analysis projects for BIO leadership.
Provides coordination with budgetary stakeholders including Office of Management and Budget (OMB), Congress, the NSF Office of the Director, and staff offices such as the Office of Budget, Finance, and Award Management (BFA), the Office of the General Counsel (OGC).
Financial Analysis:
Tracks, organizes, and analyzes all purchases on R&RA, including the technical division, Emerging Frontiers, and AOAM distributed, and donated accounts.
Ensures purchases are made in alignment with all applicable federal, agency, state, and local laws.
Keeps abreast of regulation changes related to government spending on both Federal and Agency levels.
Serves as primary liaison for OGC on matters related to financial or contractual matters by providing expert advice and guidance on controversial issues.
Advises BIO staff on guidelines that increase efficiency and effectiveness in relation to how funds are obligated and expended to meet the mission of the Agency.
Serves as primary financial advisor to the Directorate Operations Officer regarding the preparation of briefing materials for senior leadership, as needed.
Qualifications
To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level in the federal service overseeing financial and acquisition activities for an organization. Examples of this experience includes: supporting the development of acquisition strategies for an organization; tracking and analyzing financial accounts, as well as the funding for contracts; providing advice and guidance to staff regarding financial and acquisition policies and regulations; communicating complex financial or acquisitions-related information to a wide variety of audiences, and adjusting financial resources to meet current and future organizational needs.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
